The EDR Administrator is an on-site position responsible for National Data Resource Management. The EDR Administrator must maintain the Environmental Data Repository (EDR) for Environmental and Occupational Safety and Health (EOSH) Services and Environmental Cleanup (ECU) Federal Aviation Administration program. Willingness to travel and/or relocate to field site is expected.

SPECIFIC RESPONSIBILITIES:

  • Perform geospatial data management to ensure compliance with relevant federal programs, develop EDR applications in ArcGIS, ArcServer and other EDR related software.
  • Develop training materials for EDR users, offer training, and provide EDR Helpdesk support for hardware and software.
  • Conduct file management including editing, merging, deleting, and additions of EDR data. Work with chemical, environmental, and analytical databases for integration into GIS database and applications, including EarthSoft's EQuIS software.
  • Develop data migration plans, establish policies and procedures related to the EDR, and document management practices.
  • Utilizes technical manuals and directives to ensure compliance with company policies.
  • Assigns work and reviews work produced to ensure accuracy, thoroughness, and timeliness. Makes staffing assignments and reassignments as project and company requirements change.
  • Develops detailed work plans and schedules for all phases. Helps to define scope of work, schedule, and procedures for project assignments.
  • Determines budget estimates and staffing requirements for the defined scope and schedule.
  • Evaluates and recommends hardware and software requirements.
  • Oversees collection of field data required for project and screens available data for relevance and applicability.
  • Performs other responsibilities associated with this position as may be appropriate.


PREFERRED EDUCATION/EXPERIENCE:

  • Must have graduated from an accredited college with a bachelor's degree in geography, geology, geodesy, environmental science, or engineering.
  • A minimum of five (5) years of experience managing electronic databases, documents, records, and files in a EDR database.
  • Establish NDRM policies and procedures.
  • Develop training materials and provide helpdesk support for NDRM users.
  • Coordination of implementation of an enterprise GIS/GPS data access system, which will make necessary spatial data available to external customers and to provide ongoing maintenance, and timely updates containing Federal Agency site information.


SKILLS/COMPETENCIES:

Proven ability to perform in a lead capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate software for use on project. In addition, the incumbent must possess the following specific skills and competencies:

  • Advanced troubleshooting and problem-solving skills
  • Ability to independently assess data anomalies, software problems, and program design flaws, and take appropriate steps to make the project work.
  • Ability to ascertain hardware/software limitations, how to work within them, and what can be done when limits are reached.
  • Ability to communicate results of assigned tasks in writing.
  • Ability to document work performed on a project in project logs.
  • Ability to document specific information about project data in the metadata file.
  • Proficiency in basic office automation software including MS-Word or MS-Excel.
