Job Duties

As a VDOT Estimator, you will direct:

  • Organization of a structure to oversee estimates generated for projects in the planning stages, through scoping, and into final design and advertisement.
  • Administration of protocols to ensure Project Managers are generating efficient and effective estimates to current trends in the marketplace.
  • Collaboration with the central office Cost Estimation Department, participating in the development of estimating policies and practices, sharing of knowledge through interactive dialogue, and assist in the development of and testing of new or updated estimating tools and technology.
  • Development of predictive, data driven procedures in accordance with policies, to ensure objective, reliable, and defensible assessments of probable construction costs.


Incumbent will also provide periodic reports to District executive level staff regarding trend analysis, lessons learned, and methodologies to improve the efficiency and accuracy of the estimation process.

Minimum Qualifications

You are minimally qualified if you have:

Extensive experience in transportation program management, development, design, construction and integration, on complex projects and associated regulatory, finance and legal constraints.

Extensive experience in the estimation and successful delivery of complex VDOT, or comparable, projects.

Demonstrated ability in interpreting high value, complex contracts, special provisions and specifications related to transportation construct.

Extensive project management experience on a variety of complex transportation projects to include managing multiple, high value contracts within the transportation industry.

Skill in building networks and relationships with employees, field personnel, contractors, consultants, suppliers, manufacturers and FHWA representatives.

Preferred Qualifications:

Design Build experience.

PE, CCM, and/or DBIA a plus.
