International Agreements Specialist

The International Agreements Specialist in this role will support the United States Air Force, International Affairs, Armaments Cooperation Division, and act as the lead action officer in developing international Research, Development, Test, and Evaluation agreements to support the U.S. Air Force.

More specific responsibilities include:

  • Prepare internal DoD documentation required to support the development, negotiation, coordination, and conclusion of International Agreements to include Summary Statements of Intent (SSOIs), Quid-Pro-Quo (QPQ), Terms of Reference (TOR), Analyses, staff packages, transmittal correspondence, Case Act notifications, determinations and findings, Section 27 certifications, and final negotiation history files.
  • Support coordination with Unified Commands, Headquarters Air Force offices, Air Force MAJCOMs, and technical program officers and analysts within the United States Air Force (USAF) as well as the rest of the Department of Defense (DoD) for the development of international agreements.
  • Support the development of proposed IAC engagement strategies with specific countries on technologies or capability areas based on review of higher level DoD and USAF strategic guidance.
  • Support analysis and briefing of IAC agreements and strategies for Headquarters Air Force, Air Staff, Office of the Secretary of Defense, and U.S. Government (USG) stakeholders.
  • Prepare draft background papers and briefings to SAF/IA leadership for participation in IAC forums and conferences.
  • Maintain historical files and assist in the publication of meeting minutes, trip reports, and action items as well as the tracking of action item status from government meetings and conferences.
  • Take meeting minutes at any government-held meeting or conference as required.
  • Provide advice and assistance to general officers and Senior Executive Service (SES) officials, escorting them to IAC forums and meetings with foreign officials.


  • Position requires a minimum of 5+ years general experience with 1 to 3 years of experience supporting U.S. international programs.
  • Bachelor's degree
  • Demonstrated excellent communication (written and oral) skills are required.
  • Position requires an active DoD Top Secret security clearance.

Preferred/Desired Skills:

  • Demonstrated experience developing bi-lateral international agreements is desirable.

Must be able to obtain, maintain and/or currently possess a security clearance.
