The Virginia Department of Transportationâs (VDOT) is excited to announce an opportunity to serve as an IT Data Program Manager in our Information Technology Division. This position is located in Richmond, Virginia. This position will establish and promote the agencyâs business and data architecture efforts throughout the data warehouse environment. This position will also work with IT managers for setting the course for the agency Enterprise Architecture Program.
Position specific responsibilities and duties will include, but not limited to:
Provide communication, coordination, and execution of multiple concurrent programs within the Data Warehouse environment.
Work with program managers, business leaders and Executive Team to communicate and impact critical business initiatives.
Partner with customers, internal/external teams, and engineering teams to determine what projects move forward and in what priority order.
Manage the project dates and execution path, the flow of business requirements documents to the developers, consultant contracts and staff, and ensure all products deliverables are met.
Identify enterprise master data, establish data governance principles, design and develop business and technical processes.
Manage full lifecycle of complex cross-functional programs with considerable impact across multiple organizations.
Work closely with product management, engineering teams and other partners to define requirements, manage schedules and lead cross functional teams to deliver a wide variety of strategic products. This includes:
Defining the program (mission, vision, tenets), setting objectives, analyzing data and driving metric-quantifiable improvements.
Developing, implementing, and governing KPI reporting for a portfolio of programs, providing visibility to the milestones, and performance across all projects.
Partnering with teams across the business to source, allocate, and coordinate resources.
Developing overall program strategy, tactically driving teams in and outside of your organization to achieve deliverables.
Minimum Qualifications
Experience in IT program or project management.
Experience in data management, governance concepts and data governance implementations.
Experience using data and metrics to determine and drive improvements.
Experience owning program strategy, end-to-end delivery, and communicating results to senior leadership.
Experience in management consulting with a focus on operational transformation, master data strategy/development, data integration, and enterprise reporting.
Experience in identifying, evaluating and analyzing data while working with cross-functional teams to plan, design, and develop master business data solutions.
Experience with managing projects having Oracle, SQLServer, or related RDBMS.
Experience in working through a data strategy that is migrating from on premises to a cloud-driven approach.
Proven analytical and quantitative skills with a data-driven approach to problem-solving.
Strong attention to detail with the ability to commit to deadlines.
Foundational knowledge of extraction, transformation, and loading (ETL) tools and techniques; as well as data warehousing principles and design approaches.
Familiarity with the capabilities of IBM Infosphere DataStage, SAP Business Objects, Azure, Azure Synapse, and Power BI.
Familiarity with related data integration tools and solutions.
Ability to create data flow diagrams using a variety of software tools (MS Visio, etc.).
Demonstrable skills in planning and implementing local master data systems and processes across business units and functions.
Knowledge of data and leveraging it to deliver business value.
Data analysis skills and the ability to discuss requirements with data teams.
Ability to determine the appropriate timing, and methodologies of master data identification, extraction, transformation, and loading activities to achieve business objectives.
Ability to effectively communicate technical information and updates to non-technical teams.
Skills in reporting complex information all levels of the organization, including senior management and executives.
Ability to communicate data strategy and governance policies to non-technical stakeholders.
Skills in strong leadership engagement, communications and abilities in negotiation to guide, influence and convince others on data strategy and governance.
Ability to work with diverse data sets, both static and streaming data, to include spatial and non-spatial data.
Ability to use agile approach and methodology to drive master data governance processes.
Knowledge of organizational change management principles to successfully implement initiatives in large, complex organizations.
Ability to balance time and effort across multiple projects while supporting emergent needs with strong organizational and detail-oriented skills.
Strong user-level skills in Microsoft suite of applications - Teams, Excel, PowerPoint, Project.
Undergraduate Degree in Computer Science, Engineering, Operations Management, Risk Management, Business Management or a similar field; equivalent experience or training may substitute for degree.
Preferred Qualifications:
Experience in the roll-out and adoption of governance tools such as Alation, Collibra, Informatica, or Microsoft Purview.
Experience leading the development of mastered/curated data in a complex state or private organization.
Experience leading and supervising staff in the identification, documentation, and design of business data warehousing solutions.
Experience overseeing a program with parallel workstreams with a focus on quality reviews of deliverables, scheduling prioritized objectives, assessing data warehousing solutions.
Working knowledge of transportation related processes, systems, and data.
Strong technical and analytical skills, with the ability to identify, quantify, and effectively raise opportunities and risks associated with data quality.
Knowledge of data integration and data projects at the Data Analyst level.
Skills in writing queries (SQL, Python, R, Scala) as needed and experience with various data technologies such as Erwin, Azure Synapse or SQL Server, Snowflake, and Databricks.
Organizational Change Management or equivalent experience preferred.
Progressively responsible experience in the management and administration of transportation data and/or business process projects.
Certification or demonstrated experience with Agile / Scrum (CSM) or equivalent management approaches.
Project Management Professional (PMP) or equivalent project management certification.
Master's degree in STEM related area, or MBA.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
