WSP is currently initiating a search for a Manager, Procurement Operations for our Ephrata, Pennsylvania office.
 
Duties and Responsibilities: 
  • Manage the Procurement Operations Team with a focus toward individual and collective skillset and capability improvement, commercially smart outcomes, enhanced client service delivery and streamlined processes.
  • Lead or oversee, based on the project, end-to-end (from requirements definition to analysis of supplier quotations or proposals to negotiation of agreements to processing of the PO if applicable) tactical sourcing projects, such as “three bids and a buy”, Request for Quotations (“RFQs”), or Request for Proposals (“RFPs”) for various low to medium complexity commodities, including, but not limited to, facilities, corporate services, furniture, telecommunications, and IT (software and hardware).
  • Establish and cultivate strong partnerships with internal clients to better understand their business needs and offer innovative ways to effectively and efficiently support them.
  • Develop members of the Procurement Operations Team through continuous feedback, rigorous performance management, and targeted training.
  • Manage activities related to Procurement Operations, such as:
    • Overseeing the Requisition to Purchase Order ("PO") process, focusing on continuous improvement and streamlining, and ensuring adherence to the established controls.
    • Creating, documenting and maintaining Standard Operating Procedures for various activities and processes pertaining to the Procurement Operations department.
    • Guiding the Procurement Operations team's responses to end user requests submitted in the ticket portal (currently ServiceNow) of the current IT Business Process Outsourcing provider, ATOS.
    • Supervising all Procurement Operations activities to ensure effectiveness of control mechanisms and efficiency of performance of these activities.
    • Reviewing and approving pCard charges and expense reports for pCards owned by the Procurement Operations team.
  • Ensure all documentation related to Procurement Operations transactions and activities is accurate, up-to-date and readily available for auditing purposes.
  • Document and map accurately and in detail the current state of Procurement Operations and design an optimal future state, including process workflows, key control points and roles and responsibilities.
  • Maintain Procurement Operations information in related systems, such as SharePoint.
  • Design and maintain a rigorous model to capture and report savings resulting from the activities of the Procurement Operations team and other expense management and sourcing initiatives.  Periodically assess effectiveness of such model and make improvements, as needed.
  • Develop an eProcurement catalog design and implementation strategy.
  • Perform or supervise tasks associated with the Administrator role of the current eProcurement platform (Epicor), including:
    • Maintaining approval workflow rules in the Epicor database.
    • Performing set up of new suppliers, and new projects tasks and cost centers in Epicor.
    • Coordinating with the IT team for all Epicor technical issues.
    • Coordinating Epicor training for new users.
    • Drafting and maintaining end user reference documents.
  • Support the upcoming implementation of the eProcurement module of the new ERP system, Oracle, when the US region is ready for implementation.
  • Support the Head of US Procurement on various US or Global initiatives.
  • Perform additional duties as assigned.

Requirements

Minimum Qualifications:
  • Bachelor’s Degree in Business, Operations, Finance, Supply Chair or related field a must.
  • A minimum of 7 years’ experience in procurement operations and strategic sourcing.
  • Extensive experience in procurement operations activities, processes, and end-to-end procurement operations lifecycle.
  • Adept at working with eProcurement systems. Currently, WSP USA utilizes Epicor as its eProcurement system. However, WSP will be implementing a new ERP system (including a new eProcurement module), Oracle.
  • Experience in managing and mentoring a team of professionals.
  • Strong analytical skills. Ability to analyze large amounts of data and synthesize management reports.
  • Excellent communication and presentation skills.
  • Proven ability to lead effective vendor negotiations.
  • Familiarity with basic contract law terms and concepts.
  • Exercise sound business judgment and perform duties with utmost integrity.
  • Ability to lead projects in a fast-paced environment, be flexible and adjust to changing priorities, and deliver results in a timely and effective manner.
  • Experience in establishing and reporting procurement KPIs.
  • Strong understanding of control processes and risk identification and mitigation strategies across the procurement value chain.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
