On-Site Construction Safety Facilitator

JOB SUMMARY  

The roles and responsibilities outlined here are intended to provide guidance for construction site-based EHS resources acting as the owners representative for client construction activities. The primary functions are to support the client, data center construction team (Owners team) in EHS activities, including monitoring the EHS performance of on-site construction contractors.


This support requires a broad range of activities that includes:  interfacing, coaching, advising, technical support, etc.. Specific responsibilities are outlined below. These owners EHS reps (also known as CSFs) will not direct the work, but should make every effort to engage the onsite construction contractor management and supervision to take appropriate action where a noncompliance situation is observed as soon as reasonably possible. CSFs will report to owner/client's regional Construction Safety / EHS Program Managers.


CSF roles and responsibilities include but are not limited to:


  • Routinely monitor the Contractors EHS performance to ensure that the Contractor is in compliance with their stated practices and procedures, regulatory requirements and any additional owner expectations/deliverables that may have been identified in the contract of work EHS Schedule.
  • Interface and support the  construction management team at site by delivering current data on Contractor EHS performance, including: trending, incident management, EHS metrics and other key information that enable DC construction management to make informed timely decisions.
  • Participate in communication methods, such as safety meetings and notices to ensure relevant EHS information is communicated across the site by Contractors and ensure that DC management is included as well.
  • Ensure a weekly site safety walk is conducted with the Contractor management  representative and the Owners PM/team.
  • Participate in a daily site safety walk with the Contractor safety rep.
  • Act as a coach and advisor to the Contractor safety committee.
  • Evaluate the completeness and effectiveness of the Contractors hazard assessments(RAMS, JHAs, ARTs, etc.).
  • Lead creation of Significant Events(SE) and Significant Potential Events(SPE).
  • When non-compliance and/or non-conformance is observed, immediately bring the issue to the attention of that individual and key stakeholders as appropriate.
  • Ensure KPIs, leading/lagging indicators and EHS data submitted by the Contractor is accurate, timely and complete.
  • Conduct the monthly Contractor EHS audit.
  • Implement and maintain Boots on the Ground program.
  • Participate in progress and schedule meetings.
  • Assist in design reviews throughout the Life Cycle-planning, as requested/required(Design, permitting, construction, cx, handover, etc.).
  • Attend client training as requested.
  • Evaluate/audit Site Specific Safety Plan to conformance to Project Manual requirements.
  • Understand and ensure operational EHS requirements are adhered to.
  • Support client's initiatives as requested.


On-Site Capabilities and Familiarization Necessary


The Owners "Construction Safety Facilitator"  will:


Participate in the selection of GCs, with procurement and DC construction supervision and management, with the objective of ensuring that regulatory and client's requirements are in place prior to start of work with the assistance of others, routinely monitor the GCs EHS performance to ensure that the GC is in compliance with their stated practices and procedures, regulatory requirements and any additional owner expectations / deliverables that may have been identified in the contract of work EHS Schedule.

Monitoring may include: 

  Monitoring for CO. Machines, equipment.

  Monitoring for VOCs from intumescent paint.

  Monitoring for off gases from welding.

  Monitoring for employee heat stress.

  Monitoring for silica control.

  Evaluating air moving system(temp fans).

  • Interface and support the  construction management team at site by delivering current data on GC EHS performance, including:  trending, incident management, EHS metrics and other key information that enable DC construction management to make informed timely decision 
  • Participate in communication methods, such as safety meetings and notices to ensure relevant EHS information is communicated across the site by GCs and that DC management is included 
  • Ensure a daily walkabout/safety tour is conducted with the GC management,  representative and the owners representative (PM or delegate), as practicable. PM management (not delegate) should still target a weekly walkabout/inspection at a minimum
  • Participate in a daily site tour with the GC safety rep
  • Act as a coach and advisor to the safety committee
  • Support the business in the conduct of risk and hazard assessments
  • Participate in Significant Incident investigations and Significant Potential Event (SPE) When a non compliance by a GC or their subs is observed, immediately bring the issue to the attention of the GC, while also ensuring the owners  management rep/PM is informed
  • Ensure KPIs,leading and lagging indicators and EHS data submitted by the GC is accurate,timely,complete
  • Conduct the monthly GC EHS evaluation
  • Issue the weekly EHS summary
  • Oversee execution of the Boots on the Ground program
  • Participate in progress and schedule meetings where EHS is impacted
  • Assist in design reviews throughout the Life Cycle-planning,design,permitting,construction,cx,handover
  • Support the development of the DCCEHSP (Data Center Construction EHS Plan)
  • Other duties may be assigned.


SUPERVISORY RESPONSIBILITIES  

Provides formal supervision to individual employees within single functional or operational area. Recommends staff recruitment, selection, promotion, advancement, corrective action and termination. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values.

Requirements


QUALIFICATIONS

EDUCATION and EXPERIENCE  

Bachelors degree (BA/BS) in HSE from four-year college or university. Minimum of 5 years of related health, safety and environmental construction experience.

Demonstrated knowledge of federal, state and local health and safety, and environmental regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is preferred.

Experience working in manufacturing, construction, and / or facility maintenance and management is preferred.


CERTIFICATES and/or LICENSES  

As required by local authority (if required). Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), Occupational Health and Safety Technician (OHST) - Preferred


COMMUNICATION SKILLS  

Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.
Ability to respond effectively to sensitive issues.


FINANCIAL KNOWLEDGE  

Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis.


REASONING ABILITY  

Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.


SCOPE OF RESPONSIBILITY  

Decisions made with thorough understanding of procedures, company policies, and business practices to achieve general results and deadlines. Responsible for setting work unit and/or project deadlines. Errors in judgment may cause short-term impact to department.
