Job Summary:       

Performs a variety of professional level duties and responsibilities in support of the City’s pathway planning functions, including the planning and development of the City’s park and pathways systems, open space, trails and landscaped parkways. Attends meetings to provide planning input on assigned projects and coordinates assigned activities with other departments and outside agencies. Works under the general direction of the Parks Superintendent. Instructions are usually in the form of goals for the Parks Division. The incumbent is expected to perform duties independently. Work performance is reviewed through verbal and written reports for the quality of pathway planning and construction activities.

Essential Duties & Responsibilities:

Performs a variety of professional level duties and responsibilities in support of the City’s pathway planning functions including the planning and construction of the City’s park system, open space, trails, and landscaped parkways;

Reviews all development applications for park and pathway-related issues; writes project specific Conditions of Approval (COA); participates in plan check process; attends comments meetings; reviews pathway easements for approval; inspects required improvements prior to occupancy; schedules and presents pathway plans to the Parks and Recreation Commission for review and approval;

Implements and updates the City’s Parks, Trails, and Recreation Master Plan and the Meridian Pathways Plan, including planning and development policies for community and neighborhood facilities, bicycle and multi-use trails, and open space areas;

Conducts research and prepares schedules, projections, and expenditures concerning pathway needs and plans; prepares and reviews plans for pathway projects; defines deficiencies and coordinates the planning and design of new facilities to accomplish the City’s goals and objectives;

Prepares cost estimates for various projects and develops requests for proposals (RFP’s); evaluates park planning proposals; participates in the selection, supervision, and monitoring of technical and professional consultants required for departmental and City projects;

Prepares and tracks all park-related planning reviews and approves plans and specifications submitted by developers, landscape architects, and consulting engineers relating to park, pathway, and landscape development City-wide;

Performs project management duties on system-wide master plans, trail development plans, and similar projects; participates in the development of and monitors performance against the budget; provides staff support on projects through planning, design development, and preparation of bid documents;

Coordinates partnerships with developers, the school district, community service organizations, citizen groups, and other organizations for park and pathway projects city-wide; assists in the preparation of partnership agreements; follows up with partners as needed;

Serves as staff to a variety of councils, commissions, and committees as assigned; prepares and presents staff reports and other written and oral presentations to appropriate boards, groups and/or committees including the Planning & Zoning Commission, City Council, Parks and Recreation Commission, and other subcommittees on pathway development projects;

Attends and participates in professional group meetings; maintain awareness of new trends and developments in the field of pathway planning and development; incorporates new developments as appropriate;

Assists with grant preparation and administration. Coordinates with the Planning Department for park and pathway projects affiliated with Community Development Block Grant (CDBG), as well as seeking outside funding sources, including state and federal projects;

Coordinate Geographic Information Systems (GIS) needs with the Information Technology (IT) Department;

May provide work coordination and project direction for other park and recreation personnel;

Meets with advocacy groups regarding pathways, trails and open space issues and maintain the City’s positive public image;

May be required to work extended hours including evenings and weekends;

Provides technical support for the department director at commission and council meetings;

Performs other tasks as assigned or needed;

Integrity, in the performance of assigned tasks.

Job Specifications:

A Bachelor’s degree from an accredited college or university with major in landscape architecture, parks planning or a related field, or any combination of education and experience that would provide the required knowledge and abilities necessary to perform the job;

Requires a minimum of three (3) years of increasingly responsible experience that includes project management and public involvement.

Knowledge, Skills & Abilities:

Knowledge of operational characteristics, services, and activities of a pathways development program;

Knowledge of principles, practices, and trends in park planning and development;

Knowledge of principles and practices used in the design and construction of public facilities and parks;

Knowledge of professional and technical writing;

Knowledge of negotiation of easements, license agreements and right of way acquisition;

Knowledge of contract development and administration principles and practices;

Knowledge of recent developments, current literature, research methods, and sources of information related to municipal planning, urban growth, and development;

Knowledge of methods and techniques of effective technical report preparation and presentation;

Knowledge of methods and techniques of eliciting community participation in planning and development issues;

Knowledge of office procedures, methods, and equipment, including computers and applicable software applications, such as word processing, spreadsheets, and databases;

Knowledge of basic geographic information system (GIS) functions;

Knowledge of grant development principles and practices;

Knowledge of principles of supervision, training, and performance evaluation;

Knowledge of pertinent federal, state, and local laws, codes, and regulations;

Ability to work as a team player and use tact and diplomacy when dealing with citizen complaints;

Ability to communicate with others to maximize the effectiveness and efficiency of interdepartmental operations;

Ability to perform professional level planning duties in the planning and development of the City’s pathways, open space, and landscaped parkways;

Ability to prepare contract documents and specifications for the construction, development, and landscaping of pathways, trails, and open space areas;

Ability to express ideas effectively in comprehensive written and oral presentations to City commissions and the City Council;

Ability to oversee multiple projects simultaneously and be sensitive to deadlines and changing priorities;

Ability to negotiate contracts with and coordinate project consultants;

Ability to review and interpret designs, plans, and specifications for compliance with current standards, laws, codes, and regulations for solutions to problems, cost estimating, and constructability;

Ability to analyze and compile statistical and technical information;

Ability to prepare and analyze technical and administrative reports, statements, and correspondence;

Ability to interpret and apply federal, state, and local policies, laws, and regulations;

Ability to select, supervise, train, and evaluate staff;

Ability to operate office equipment including computers and supporting word processing, spreadsheet, and database applications;

Ability to communicate clearly and concisely, both orally and in writing;

Ability to establish and maintain effective working relationships with those contacted in the course of work.

Licensing and Certification:

Possession of a valid State of Idaho driver’s license and safe driving record.

Work Environment and Physical Demands:

Work is usually performed in an office environment with moderate noise level;

Occasionally exposed to inclement weather conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces;

Constantly requires sitting at a desk or computer terminal for long periods of time and ability to lift up to 20 lbs.;

Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively with the public and other department members;

Constantly requires clear vision to read printed materials and computer screen to accomplish work;

Constantly requires repetitive movement of the wrists, hands, and/or fingers;

Constantly requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks;

Occasionally may require assisting with and attending Department sponsored special events or activities after hours;

Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;

Constantly requires clear vision to read printed materials and computer screen to accomplish work;

Constantly requires repetitive movement of the wrists, hands, and/or fingers;

Constantly requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.

Travel Requirements:

Some travel to a variety of locations to evaluate park sites, etc. and attend meetings or training seminars is required.
