Job Duties
Assists the District Transportation Planning Manager in administrating the planning and project development functions for the Lynchburg District. Provides technical analysis, including the development and use of geographic information systems (GIS) to support the identification and development of recommendations to improve existing transportation deficiencies and ensure that future needs are met throughout the Districtâs localities. Coordination and performance of special studies, transportation planning activities, and land development functions within the District; and supporting programming and project development activities.

Minimum Qualifications
Advanced knowledge and broad experience in transportation planning/engineering principles, practices, and procedures; and the relationship between federal, state, and local planning agencies regarding applicable rules, regulations, policies and procedures. Demonstrated ability to apply transportation planning/engineering principles and practices to a variety of complex projects. Ability to organize and analyze various transportation-related data. Possesses an understanding of and the ability to perform transportation planning/engineering analysis using computer models and software (capacity, simulation, and travel demand). Ability to use GIS data and associated analysis software. Demonstrated ability to plan, prioritize, coordinate, and complete multiple assignments within scheduled timeframes. Ability to communicate clearly and concisely, both orally and in writing; and to establish and maintain effective working relationships with internal and external customers.
Preferred Qualifications:
Bachelorâs Degree in civil engineering, transportation or urban and regional planning, or an equivalent combination of education/training/experience. Certified Planner with American Institute of Certified Planners or Professional Engineer license. GIS Professional (GIS-P) preferred.

Must possess a valid Virginia Driverâs License. Fingerprint-based background check, references, work history, and DMV records will be verified prior to employment. Safety shoes may be required for field operations. Position may be required to work during emergencies and inclement weather on nights, weekends, and holidays when needed.
