The Corporate Policy Office promotes agile corporate policy development in alignment with the Agency Strategy, Leadership priorities, and higher level guidance. This Office establishes and maintains categorization of agency policy corporate priorities, providing direction to key components on new policy needs and/or reissuances. This Office engages with the IC and DoD counterparts to share best practices and ensure transparency.

Support Agreement Analysis:

  • Perform systemic, scheduled reviews of Agency Support Agreements to ensure continued relevance, currency, and compliance.

  • Analyze external issuances to include IC or DoD policy, to ensure continued Agency compliance with community Support Agreements guidance.

  • Collaborate with agency-internal stakeholders in drafting and coordinating Support Agreements to identify overlapping requirements, potential conflicts, or gaps with existing agreements.

Support Agreement Development:

  • Advise and assist component Support Agreements Officers with coordinating draft agreements among relevant agency stakeholders, at a minimum, coordinate and collaborate with Legal and Financial Management stakeholders.

  • Provide Agency-wide guidance and Subject Matter Expertise on Support Agreement development and staffing.

  • Assist component Support Agreements Officers with clarifying and deconflicting agreement development and prepare and approve agreements for Front Office staffing, approval, and signature.

  • Meet established guidelines, standards, and goals for researching, analyzing, drafting, reviewing, coordinating, and finalizing Agency agreements.

  • Monitor agreement taskers in NCERTS for critical comments, non-concurrence, unresponsive directorates and agency elements, or requests for additional information.

  • Collaborate with and assist agreement owners on adjudicating responses from agency stakeholders to facilitate the staffing process through to Front Office coordination and signature.

Support Agreement Management:

  • Provide detailed Support Agreement lifecycle management from development though end of life.

  • Assist in the development and execution of the Annual Support Agreements Review as required.

  • Review existing Support Agreements for currency and to collaborate with stakeholders on required updates.

  • Maintain the support agreements database and development tracker for active and inactive agreements.

  • Follow mandated agency requirements on the records management process.

Required Qualifications:

  • Bachelors Degree from an accredited College or University.

  • Active TS/SCI Security Clearance with ability to upgrade to Poly.

  • 10+ years or relevant experience, with at least 24 months demonstrated experience in reviewing and analyzing high-level governance documents (e.g., agency directives or instructions, statutes, Executive Orders, IC, DoD and Executive Branch guidelines).

  • At least 24 months demonstrated experience in coordinating and collaborating on agency-level support agreements.

  • Able to review draft material and correct grammar, word usage, spelling, style, format, punctuation, logic, and organization errors; Ensure that all edits adhere to prescribed grammar, style, and formatting guidelines. #CJ

Desired Skills & Experience:

  • Graduate Degree from an accredited College or University.

  • Demonstrated experience tracking and managing formal taskers.

  • Local or able to relocate within 2-3 weeks to Springfield, VA area. This is an onsite position.

Must be able to obtain, maintain and/or currently possess a security clearance.
