The Principal Resource Specialist (Power Operations & Planning) (PRS) is responsible for managing or providing technical advice and analysis in multiple complex resource planning, development, and implementation projects. Areas of responsibility include providing project management, technical analysis, identifying issues or factors, analyzing impacts, and developing policy.

  

The PRS utilizes in-depth knowledge of the power market, transmission systems, and power system operations in the Western United States to evaluate risks and opportunities affecting the Metropolitan power system. This position is also responsible for planning and analyses related to Metropolitan’s power generation and transmission needs and assets. The PRS negotiates, monitors, and manages power contracts and contract cost and performance. Additionally, this position provides analysis of technical, regulatory and operational issues affecting Metropolitan’s energy assets.


The Principal Resource Specialist will also: monitor and analyze regulatory developments at the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electric Coordinating Council (WECC) and California Independent System Operator (CAISO) proceedings and California legislative actions; review and respond to filings in regulatory venues supporting Metropolitan’s positions; and analyze and evaluate retail energy opportunities affecting Metropolitan’s facilities.


The successful PRS candidate will also have the ability to: present and advocate for Metropolitan’s interests in forums with the Western Area Power Administration, Bureau of Reclamation, CAISO, Southern California Edison, Los Angeles Department of Water and Power, and California Department of Water Resources; perform technical and economic assessments of resource options, power contracts, and power system electrical needs; participate in power contract negotiations; prepare long term power and transmission plans and participate in regional planning forums; and work with staff and consultants on system analysis and planning which are critical to the success of this position.

EMPLOYMENT STANDARDS

MINIMUM QUALIFICATIONS

Education and Experience: Bachelor’s degree from an accredited college or university, majoring in engineering, business administration, economics, finance, environmental sciences, urban planning, geology, geography, hydrology or related field and ten years of related progressively responsible experience in policy development, resource negotiations, development and implementation of solutions to complex problems, or managing large and moderately complex projects, of which two years must have been at the supervisory or project management level; or a master’s degree from an accredited college or university majoring in engineering, business administration, economics, finance, environmental sciences, urban planning, geology, geography, hydrology or related field and eight years of related progressively responsible experience in policy development, resource negotiations, development and implementation of solutions to complex problems, or managing large and moderately complex projects, of which two years must have been at the supervisory or project management level.

 

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS

License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
