WSP is currently initiating a search for a Principal Consultant, transit Capital Investment Grant Strategy for our Washington DC office (location flexible).
 
WSP’s Planning Strategy & Grants group supports our clients in planning, preparing, and winning competitive grant funding from federal, state, and local sources. We offer clients the technical and strategic experience to select the most competitive projects for funding and develop compelling grant applications. We seek a national expert/resource on the Federal Transit Administration’s Capital Investment Grant program. The candidate will provide strategic advice on major transit capital projects in which WSP is involved throughout the U.S., and support business development and practice building. The position is seated within our Advisory Services practice, part of a growing organization that meets our client’s objectives and solves their challenges.
 
Duties and Responsibilities:
 
  • Lead the development and delivery of our transit Capital Investment Grant (CIG) practice, within the Planning Strategy & Grants service area, providing strategic advice throughout the process, from project planning to Full-Funding Grant Agreement
  • Collaborate with managers within the Project Development & Finance business line, as well as other Advisory Services business lines and our Transportation market sector, to craft innovative management consulting services that support the ability of the firm’s public transportation and rail clients to pursue Federal Transit Administration Capital Investment Grants, including New Starts, Core Capacity, and Small Starts grants, and other USDOT discretionary grant programs.
  • Apply expertise in the areas of strategic planning; capital planning and programming; capital project development; project justification; grants strategy, application, and management; and project delivery, applying data from related disciplines including O&M cost estimation, ridership forecasting, financial planning, capital cost estimation, and economic benefit/cost analysis. 
  • Manage consulting projects, including scope, schedule, staffing, and budget.

Requirements

Minimum Qualifications:
  • Minimum of 12 years of related experience in transit capital planning/programming/project development or related disciplines
  • Extensive experience and understanding of FTA Capital Investment Grant program, including relevant legislation, regulations, FTA guidance, policy and best practices.
  • Highly refined analytical, communication, and team-building skills
  • Direct management experience, including projects, schedule, staffing, and budget
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures 
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies 
 
Preferred Qualifications
  • Master's Degree Preferred
  • Ongoing leadership roles in relevant industry organizations
  • Senior level experience in both the policy and technical aspects of developing CIG projects
  • Proven ability to manage complex consulting projects
  • Proven ability to expand a professional services practice, including business development experience
