PROJECT:

Parsons is sourcing candidates for a project within the Department of Defense to provide a wide range of skills and expertise to perform technology development, testing, integration of hardware and software applications, and associated documentation and training.

RESPONSIBILITIES:

Parsons is seeking Process Engineers of various experience levels to perform the following:

  • Applies process improvement (PI), engineering methodologies, and principles to effectively improve and align Enterprise- level processes.
  • Facilitates project teams in accomplishing project activities and objectives.
  • Coordinates the transfer of new processes and practices to project teams by providing group facilitation, interviewing, training, and additional forms of knowledge transfer.
  • Acts as a key coordinator between multiple project teams to ensure Enterprise-wide integration of engineering efforts.

REQUIRED CAPABILITIES:

LEVEL 1

  • Coordinate and schedule process assessments.
  • Analyze assessment results and make improvement recommendations.
  • Assess Process Improvement progress and report findings.
  • Assist in defining Process Improvement strategy and lesson learns.
  • Develop the plans for process assessments, both informal and formal.
  • Work closely with the systems and software engineering process development team members to determine organizational readiness for assessment as well as in conducting assessments.
  • Lead assessment teams in conducting both formal and informal assessments.
  • Ensure assessment results and recommendations are used as the basis for improvement plans.
  • Evaluate Systems Engineering and Software Engineering processes to address problems with process workflows, organizational structure and alignment and planning.
  • Conducts training sessions and workshops for Process Improvement activities.

LEVEL 2

All capabilities described in Level 1, plus

  • Assist in Enterprise level Systems and Software Engineering Process Improvement initiatives.
  • Ensure processes are established and documented to support the application and institutionalization of sound systems and software engineering discipline and continuous process improvement.
  • Lead Process Improvement effort utilizing CMM/CMMI or other similar process models.

QUALIFICATIONS:

LEVEL 1

  • Five (5) years of experience with Process Improvement. Of the five (5) years of experience, three (3) years of experience in:
    • Facilitation, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices.
  • A Bachelor's Degree in computer science, information systems, engineering, business, or education from an accredited college or university.

LEVEL 2

  • Ten (10) years of experience with Process Improvement. Of the ten (10) years of experience, five (5) years of the experience in:
    • Facilitation, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices.

A Bachelor's Degree in computer science, information systems, engineering, business, or education from an accredited college or university.

Must be able to obtain, maintain and/or currently possess a security clearance.
