The Program Analyst in this role will support and effectively execute the Engineer and Scientist Exchange Program on behalf of the United States Air Force, International Affairs, Armaments Cooperation Division.

More specific responsibilities include:

  • Manages cradle to grave execution and placement of both military and civilian personnel participating in an international science and engineering exchange program overseas as well foreign participants in the United States.
    • Plans, organizes, and facilitates selection panels.
    • Prepares correspondence to communicate results to applicants and their respective chains of command.
    • Assist with the placement of personnel overseas, to include liaising with the foreign host organizations to develop position descriptions.
    • Assist with placement of foreign ESEP participants in USAF organizations.
    • Coordinating language training, as appropriate.
    • Tracks funding available for participant expenses, to include language training, permanent change of station, and TDY costs.

  • Manages program advertisement and outreach across the science and engineering career fields, direct communication and teaming with the Air Force Personnel Center, support to the generation of military/civilian orders and all personnel aspects regarding movements to and from the United States.
  • Ensures a call for applications is delivered to the science and engineering community through the Air Force Personnel Center. The program will require consistent updates of information flow through the Air Force Portal as well as documentation for all placements on an internal SharePoint.
  • Provides consistent program updates to senior leadership within the United States Air Force and maintain process documentation for distribution to the science and engineering community.
  • Maintains and updates policy documentation related to the program, under the direction of the Armaments Cooperation Division.

*During COVID the work will be remote. After restrictions are lifted, work will be on-site at the Pentagon or Joint Base Anacostia-Bolling.

Qualifications:

  • Bachelors degree in Human Resources, Management or related required
  • At least 5 years analyst experience
  • Active Secret DoD security clearance with eligibility to obtain a Top Secret clearance
  • Prior experience with personnel programs
  • Prior DoD program experience required
  • Strong problem solving and analytical skills
  • Ability to work closely within a team environment

Must be able to obtain, maintain and/or currently possess a security clearance.
