POSITION OVERVIEW:

Parsons seeks a Program Director to play a key role in growing our traditional transportation design services with TxDOT (and other agencies). This job has been identified as a top priority to drive organic growth in Texas. The successful candidate, working with our management team will drive this growth, increase our win rate, and increase our sales pipeline. The market is robust and accessible to Parsons with addition of a few key staff in the large metro areas in Texas.

This Program Director will immediately serve as the capture manager for pursuits in the Dallas, Fort Worth and other assigned districts. Depending on the results of the Design-Build Mega projects in Texas (NEX, Southeast Connector, and I35E Ph2), this PM may be assigned to support these projects. The successful candidate will serve a QA/QC role for current and pending TxDOT assignments being managed by others. Eventually serve as PM for captured projects.

This job can be based in our Dallas (Richardson), Houston or Austin offices.

Parsons has immediate projects with the Texas Department of Transportation and other large public agencies which will expose engineers to a large variety of tasks. Some field review activities may be associated with the assigned tasks, so engineers are expected to be able to travel for these assignments on an as-needed basis. Other upcoming work opportunities include large scale design-build proposals/projects located in Texas and in other states, plus civil engineering assignments associated with various transit projects in North America.

  • IH 35E managed lanes design-build reconstruction in Dallas/Denton Counties
  • SH 183 managed lanes design-build reconstruction in Dallas and Irving
  • VIA Metropolitan Transit bus rapid transit design in San Antonio
  • SH 249 design-build new highway construction near Houston
  • US 183N Toll Lanes design-build in Austin (just won this job!)
  • City of Kilgore, TX Roundabout, TxDOT Tyler District
  • FM 1621 Roadway Improvements, TxDOT San Antonio District
  • US 77 Drainage Improvements, TxDOT Corpus Christi District

PREFERRED EDUCATION/EXPERIENCE:

  • 4-year degree in Engineering or related technical/business field and 20+ years of related work experience is required. Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related large-scope project types.
  • Professional registration in Texas required.
  • Proven track record of successful management of highway design projects for TXDOT.
  • Seller/Doer with successful business development experience.
  • Excellent relationships with TXDOT personnel in one or more districts.

SKILLS/COMPETENCIES:

Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
