Job Description:

T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons as the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA's Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA's nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

POSITION OVERVIEW:

This position supports the tracking, updating and monitoring of cost control, and scheduling functions of all projects within assigned region.

Typical responsibilities are focused on a variety of ancillary project controls tasks. Although the candidate may perform some higher level cost analysis and related assignments, this work does not encompass a sufficient amount of his/her time to warrant exempt status.

The Project Control Engineer/Specialist may gain further experience by interfacing with Estimating, Cost Engineering, and Planning/Scheduling assignments.

SPECIFIC RESPONSIBILITIES:

Cost Engineering:

  • Assists with the development and management of the cost control systems to provide project and company management with accurate financial information. Facilitates the development of the work breakdown structure (WBS), interfacing with Procurement, Engineering, and Finance Departments as needed.
  • Performs some independent analysis of data stored in the project management and cost control systems. Creates presentations using graphs, diagrams, and other exhibits to illustrate cost status.

Planning and Scheduling:

  • Implements and maintains Project Planning and Scheduling.
  • Understands and applies engineering, procurement, and construction terminology, concepts, and relationships.
  • Develops and maintains less complex critical path logic networks and bar charts utilizing this information.
  • Analyzes, evaluates, and forecasts current status against an established baseline schedule.
  • Assesses the impact(s) of design or construction changes and schedule slippages.
  • Reports schedule status to all levels of project and Company management as well as to the Client.

Earned Value:

  • Implements and maintains an Earned Value Management System on the project.
  • Analyzes cost and schedule performance indicators (CPI and SPI).
  • Prepares and maintains project forecasts and status updates.
  • Provides assessment with corrective action recommendations to management.

Property:

  • Identifies, creates, and maintains property records for property acquisitions during project life cycle.
  • Facilitates transfers and disposal of property to ensure proper accountability and controls are maintained in accordance with government/program policies and guidelines.
  • Facilitates and assists with coordination of annual property audit supporting the National Property Manager.

Performs other functions associated with this position as appropriate.

KEY RELATIONSHIPS:

Supervision Received:

  • Higher Level Project Control Staff including; National Business Manager; Project Controls Manager;

Supervision Given:

  • May provide technical direction to lower-level Project Controls staff on project.

Internal Contacts:

  • All employees on program, primarily within assigned region.

External Contacts:

  • FAA Project Managers and FAA Regional Engineering Technical Officer (ETO).


QUALIFICATIONS/EXPERIENCE:

  • 4-year degree in Business related or Construction Management (or equivalent experience) and 3 plus years of related work experience.
  • Basic engineering knowledge in electrical, mechanical, civil, or a related field is preferred.
  • Proficient PC skills including a working knowledge of various Project Controls software (Costpoint) and Microsoft Office Suite. Advanced Microsoft Excel skills preferred. SAP Concur experience is also preferred.
  • Strong self-motivation and demonstrated project and process management.
  • Problem-solving ability, especially in gathering data to drive decision making under stringent timelines.
  • Demonstrated ability to influence and collaborate with cross-functional teams.
  • Ability to work on multiple projects simultaneously and manage ambiguity.
  • Strong oral and written communication, organization and interpersonal skills.
  • Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
