WSP is currently initiating a search for a Project Management Oversight NorCal to be based in our San Mateo, CA partner office.  
 
Under the general direction of the Deputy Chief, Rail Delivery, the Peninsula Corridor Electrification Project (PCEP) Project Oversight Manager position (“Project Management Oversight NorCal”) serves as the oversight, evaluation, and reporting lead to make sure that the requirements of the California High-Speed Rail Authority (Authority) are delivered by Caltrain and the PCEP team. This position is the primary point of contact on a day-to-day basis for the PCEP team in terms of interface to the Authority, and must have the relevant railway technical experience, knowledge and ability to support the development and delivery of the Caltrain Electrification Project.
 
This role provides a broad range of management and oversight responsibilities to report and document the status of the project and ensure that it meets the technical requirements in compliance with statute, system design, national and international standards and best industry practice. The Project Management Oversight NorCal position will also support the review of invoices and progress reports for work completed by Caltrain.  
 
Regular reporting to the Authority’s Rail and Operations Delivery Branch will enable the person in the role to understand the effectiveness with which the Authority’s funds are being utilized, progress of works against schedule, and quality of delivery against standards.  This role will also make recommendations for actions to be taken by the Authority where issues are identified.
 
Duties and Responsibilities:
  • Review and report on the progress of Authority funded projects in the bookends covering the progress against the delivery plan and progress against the expenditure plan
  • Monitor and report on project(s) compliance with the Authority’s agreements with the project sponsor and the Federal Transit Administration’s (FTA) program management oversight procedures
  • Identify all aspects of project/program performance to determine causes of variance from planned delivery or expenditure and causes of variance from Authority Agreements and FTA procedures.  Make recommendations for recovery back to plan, or for compliance with Authority agreements and FTA procedures
  • Lead the formulation of corrective action plans, inform discussions with the project teams and organizations, and monitor effective implementation
  • Represent the Authority in any change control process established by the projects to provide effective management of the project baseline
  • Keep a record of all approved changes and monitor their implementation
  • Represent the Authority at the various technical interface meetings, change control meetings, and other meetings, as needed, and provide feedback to Authority and its strategic funding partners staff on the delivery progress of the project through development, design implementation, and delivery

Requirements

Minimum Qualifications:
  • 10+ years of experience
  • Bachelors (or equivalent) in engineering or program/project management or related discipline in transportation/infrastructure programs
  • Experience of overhead electrification systems, train control systems, and traction power supply in heavy rail and/or high-speed rail operating systems
  • Knowledge of FTA program management oversight procedures
  • Knowledge/experience of the US railroad industry and/or international railroad systems
  • Experience at the managerial level with demonstrated strong management, analytical and decision-making skills and ability to work and communicate with diverse and multidisciplinary staff, and rail stakeholders about issues regarding railroad projects
  • Proficient in office related computer software applications and specific industry technical standard software
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
 
Preferred Qualifications:
  • Masters’ degree (or equivalent) in engineering or program/project management or related discipline in transportation/infrastructure programs
  • Member of relevant professional body
  • Knowledge of Authority organization, operations and relevant policy issues
