Proposal Manager

WSP USA’s Northern California Marketing Group is seeking a creative and collaborative Proposal Manager to be a key player in supporting our firm’s continued growth and strategic business development. This individual will work from our San Francisco, Oakland, San Jose, or Sacramento offices, with opportunities to work with all groups in our West region.

The Proposal Manager will work with a variety of staff, from planners and engineers to designers and construction managers, supporting the marketing team with proposals, qualification packages, award submittals, resumes, project descriptions, and data management. We are looking for a motivated people-person with excellent writing and communication skills to lead the proposal process and support our fast-paced workflow.
Duties and Responsibilities:
  • Lead and support proposal teams responding to RFPs, RFQs, awards submittals, roster applications, etc.
  • Coordinate all proposal materials (graphics, text, forms and subconsultant material) into a polished, client-ready package
  • Develop marketing proposals and supporting materials; writing and editing of non-technical sections
  • Develop qualifications packages, resumes, project descriptions and other custom marketing materials
  • Follow the firm’s high standards for quality in all marketing deliverables
  • Lead pre-positioning activities including capture planning and storyboarding, guiding technical teams with positioning strategies and activities
  • Assist in managing opportunity and pipeline database management, compliance procedures and administrative support

Minimum Qualifications:
  • More than 7 years of experience in the AEC industry, preferably in heavy civil transportation
  • Bachelor’s degree in marketing, communications, business, journalism or closely related field
  • Experience leading large, diverse and sometimes virtual proposal teams
  • Excellent communication and coordination skills (both written and oral)
  • Superior organizational, time management and interpersonal skills
  • Strong personal initiative and problem-solving skills
  • Strong writing capabilities and meticulous attention to detail
  • Ability to travel, if required
  • Proficiency in Microsoft Office (Word, PowerPoint, Outlook and Excel)
  • Proficiency in Adobe Creative Suite, primarily Indesign. Illustrator and Photoshop a plus
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
Preferred Qualifications:
  • Past experience with medium and large sized A/E firms
  • Experience leading prime proposals for transportation agencies
