Quality Control Manager

Responsibilities:

  • Enforce, monitor, and document the quality management and quality assurance practices of the contractors;
  • Establish and maintain a Quality Assurance/Quality Control (QA/QC) system with the contractor and provide weekly update reports to the client’s project management team;
  • Coordinate with all prime contractors and the client’s project management team to verify that the most current contract documents and standards are being used (any deviations from these documents shall be reported to the client’s project management team for their disposition and direction);
  • Implement the required quality programs to ensure quality compliance;
  • Provide quality assurance operational objectives by:
  1. Contributing information and analysis to strategic plans and reviews;
  2. Preparing and completing action plans;
  3. Implementing production, quality, and customer-service standards;
  4. Identifying and resolving problems;
  5. Completing audits;
  6. Determining system improvements; and
  7. Implementing change.

Qualifications:

  • A minimum of a bachelor’s degree in engineering or a related field;
  • A minimum of ten (10) years of experience in construction or transit quality management and/or assurance;
  • Extensive knowledge of the International Organization for Standardization (ISO) certification system; and
  • Successful completion of Occupational Safety and Health Administration (OSHA) 10-Hour Construction Course.

Safety Managers

Responsibilities:

  • Enforce, monitor, and document construction safety, environmental safety, and security requirements for contractors;
  • Coordinate with client’s Department of Safety and Environmental Management (SAFE) as necessary and provide reports to the client’s safety department as needed;
  • Work closely with client’s field staff and contractors to ensure the understanding of their responsibilities with respect to safety and conduct regular daily safety surveys;
  • Attend project related meetings including, but not limited to, project meetings occurring in the field or other required location;
  • Review and comment on project-related submittals including, but not limited to: Job Hazard Analysis, Contractor Safety Manual, safety Data Sheets, and Crane Lift Plans;
  • Administer, monitor, coordinate the construction safety aspects to ensure compliance with the Authority’s Public Transportation Agency Safety Plan (PTASP);
  • Direct implementation, administration, and review of the effectiveness of the industrial construction, and environmental safety aspects of the Authority’s PTASP, in association with the program;
  • Consult with and advise the Project Manager on developing safety goals and objectives in accordance with the requirements of the PTASP;
  • Implement and evaluate safety standards and procedures necessary to eliminate, minimize, or control the degree of risk involving people-to-equipment interface in a variety of occupational and related subject areas;
  • Determine the adequacy of maintenance safety practices and procedures in assuring the desired level of safety and recommend any necessary policy and procedure changes to SAFE; and
  • Support SAFE’s investigations of construction accidents/incidents to identify root causes, determine facts, recommend appropriate corrective actions, and develop effective preventive measures.

Qualifications:

  • A minimum of a bachelor’s degree in engineering or in a related field;
  • A minimum of five (5) years of experience in construction safety or transit safety; and
  • Successful completion of the OSHA 30-hour Construction Course (in-person).

Assistant Project Managers

Responsibilities:

  • Serve as the client’s representative for the assigned project with responsibilities for all phases of the project;
  • Ensure all required tasks are performed on-time and within budget;
  • Engage specifically in planning, staffing, scheduling, budget management, quality control, safety, and coordination of subcontractors and internal technical and support staff;
  • Manage client relationships;
  • Develop project scopes, negotiate hours, prepare reports, develop and maintain schedules and budgets, and ensure quality reviews are complete;
  • Provide all necessary documents, information, and monthly reports to client’s Safety Certification Review Committee;
  • Identify scheduling and cost variances and recommendations for corrective action for negative variance;
  • Make recommendations on difficult engineering issues;
  • Apply new and creative engineering solutions to complex engineering, technical, and project management problems;
  • Resolve issues with contract fulfillment in a timely manner and ensure that all aspects of the program remain on schedule and within budget; and
  • Make work assignments and provide technical direction to the project team.

Qualifications:

  • A minimum of a bachelor’s degree in engineering or in a related field;
  • A minimum of five (5) years of experience in transit and transportation projects;
  • Excellent leadership skills and experience in preliminary and final design and procedure for transit projects;
  • Knowledge of the principles, practices, and techniques of project management, to coordinate, review and provide expert technical management for the assigned projects;
  • Knowledge of project controls, including critical path method scheduling and budgetary control systems;
  • Knowledge and understanding of Federal, state, and local transportation administration regulations and policies;
  • Ability to independently organize and carry out assignments with minimum direction as well as the ability to function effectively as a leader of highly professional personnel;
  • Ability to communicate effectively; and
  • Successful completion of OSHA 10-Hour Construction Course.

Project Coordinator

Responsibilities:

  • Provide administrative, secretarial, an clerical support for a project office;
  • Perform varied administrative office functions, maintains contract records, plans and specifications, and related engineering and administrative records; and
  • Work under direction of the Program Manager, who reviews work on the basis of daily informal contacts, reports, and conferences.

Qualifications:

  • Knowledge, or ability to rapidly acquire the knowledge, of client’s rules, regulations, policies, and procedures;
  • Thorough knowledge of business English, spelling, punctuation, arithmetic, and general office practices and procedures;
  • Ability to exercise good judgment and discretion in performing duties;
  • Ability to work independently;
  • Ability to establish and maintain effective working relationships with individuals with whom interface is required;
  • Ability to maintain complex files; and
  • Ability to communicate effectively, both orally and in writing.

Office Engineer

Responsibilities:

  • Update data in the Procore system through direct input of contract-related information or uploading other data files;
  • Assist with preparation of project status reports to identify progress where needed in collaboration with the project team and client’s stakeholders;
  • Represent client’s Task Manager and/or the Program Manager at meetings as assigned;
  • Maintain the contract files and project logs that include contractor-client correspondence, contractor invoices and progress payments;
  • Coordinate contract changes and claims, time sheets and overtime, and cost estimates for changes to contract work;
  • Monitor and maintain contract logs with distribution of documents between the contractor and client’s staff for compliance with contract time commitments;
  • Coordinate the collection of daily inspection reports from field inspectors and record lost time for contractors, reconciling the lost time with reports from the contractors;
  • Coordinate progress meetings with the contractor, client’s staff, and technical consultants, prepare meeting agendas, record meeting minutes, and follow up on action items;
  • Coordinate review of invoices and progress payments, prepare the payment packages for authorization for payment, and monitor compliance with Davis-Bacon wage rates; and
  • Perform other duties as assigned by the client’s Task Manager and/or the Program Manager.

Qualifications:

  • A minimum of a bachelor’s degree in engineering or in a related field;
  • A minimum of three (3) years demonstrable experience in quality control and/or construction safety; a minimum of one (1) year out of the three (3) years shall be in the transportation industry or large-scale construction sector;
  • Demonstrated QA/QC experience on rail transit projects;
  • Excellent verbal/written communication skills and strong technical writing skills; and
  • Proficiency in Microsoft Office Suite and Procore.

Scheduler

Responsibilities:

  • Develop and maintain project personnel schedules and resource utilization plans for multiple simultaneous projects and operational activities;
  • Prepare detailed work execution schedules (work breakdown schedules [WBS] and diagrams);
  • Support work groups to help determine needs and resources; and
  • Support assessment of work-arounds/contingency planning for major work events.

Qualifications:

  • A minimum of a bachelor’s degree in engineering or in a related field;
  • Ability to evaluate and develop complex schedules;
  • Proficiency with Microsoft Office (Excel, Word, Outlook) and Primavera;
  • Experience with Procore; and
  • Strong communication skills.

Construction Field Inspector

Responsibilities:

  • Perform construction inspection work related to civil, electrical/communications, mechanical, structural, roofing, and general contracting to ensure compliance with plans and specifications;
  • Ensure that those aspects of each project for which he/she is aware are completed in accordance with approved plans and specifications along with approved means, methods, and procedures; and
  • Receive assignments from and report to the Program Manager, client’s Task Manager, or designated representative.

Qualifications:

  • Minimum of three (3) years of experience as civil , mechanical, structural, roofing, and general contracting inspectors;
  • Minimum of five (5) years of experience for electrical/communications inspectors;
  • Practical knowledge of engineering and construction practices and disciplines, as well as of the codes and regulations relating to different technical areas of construction;
  • Ability to direct field inspection staff responsible for a major construction project; and
  • Successful completion of OSHA 10-Hour Construction Course.
