WSP is currently initiating a search for a Rail Support Project Manager to be based in our Sacramento, CA program office.  
 
Under the general direction of the Deputy Chief, Rail Delivery, the Rail Support Project Manager functions as a team member who is responsible for the management of the Track and Systems and Rolling Stock procurement documents and managing procurement processes for other capital procurements for the Rail and Operations Delivery Branch, as needed. This employee also manages the development of boilerplate procurement documents and contracts for competitively procured contracts.
 
Duties and Responsibilities:
  • Manages procurement processes
  • Prepare addenda, respond to RFIs, prepare proposer communications;
  • Draft Board memoranda and supporting documents
  • Manages development of capital procurement documents
  • Create, update, and review documents for inclusion in capital procurements
  • Coordinate QA/QC of commercial procurement documents; and
  • Provides technical advice related to capital contracts and procurement documents
  • Supports development of boilerplate documents for procurement
  • Update boilerplate documents and boilerplate document change logs

Minimum Qualifications:
  • 10+ years of experience in a similar role with 2+ years experinece developing technical contract documents
  • Bachelors (or equivalent) in engineering or program/project management or related discipline in transportation/infrastructure programs
  • Knowledge of state and federal contracting statutes, regulations, and practices
  • Knowledge of various phases of transportation engineering, including: planning processes and methods; systems planning; evaluation of alternatives; facility locations and design; and construction, operation and maintenance
  • Ability to develop appropriate contract and technical language that meets legal requirements as well as the project requirements of the functional areas
  • Strong Project management, organizational, and investigative skills; ability to simplify complex concepts
  • Experience with successful delivery of design and build contracts
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
  • Willingness and ability to take the initiative and responsibility to effectively work remotely including providing information to staff, delivery partners, and client via telephone, email and various virtual tools
 
Preferred Qualifications:
  • Experience in Major Program Environments
  • Multidiscipline capability
  • Good MS Office Skills, excellent communication skills, ability to work in a team environment
  • Additional experience in one or more of: Civil Engineering Structures, Infrastructure, Rail.
