JOB SUMMARY:

Under general direction, develop and lead the deployment of resources and delivery of contract systems to successfully execute and deliver work. (i.e., meet the client’s cost, scope, schedule, service expectations and the firm’s profitability and positioning goals). Provide leadership in the application of managing and coordinating Federal Government contracts to meet the delivery initiatives and strategic objectives – which includes Health, Safety, Client expectations for quality, schedule, and budget; Financial performance (estimate to complete and earned value reporting); Project team expectations; Operational performance, Business unit expectations and Quality.

 

 

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:

  • Have accountability for the sector budget and ensure the financial management of the sector is compliant with contract, as well as, organization.
  • Plans and directs activities of designated sectors to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters.
  • Generate estimates and work plans to determine work scopes, schedules, budgets, procedures for accomplishing goals, staffing requirements, and allotment of available resources to various phases within the sector.
  • Establish the work plan and staffing for each phase of the sector.
  • Arrange for recruitment or assignment of project personnel.
  • Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority.
  • Direct and coordinate activities of project personnel to ensure the work plan progresses on schedule and within prescribed budget.
  • Review status reports prepared by project personnel and schedules or plans as required.
  • Prepare project reports for management, client, or others.
  • Confer with project personnel to provide technical advice and to resolve problems.
  • Coordinates project activities with activities of government regulatory or other governmental agencies.
  • Manage supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in the construction-related field desired. Will consider 10+ years of experience in lieu of college degree. Basic knowledge of general construction industry contracting practices a plus.
  • Must be able to pass Border Patrol Criminal Background Investigations and Clearances.
  • Past experience of managing Government contracts preferred. This includes U.S. Customs and Boarder Protection / Department of Homeland Security.

ELIGIBILITY QUALIFICATIONS

  • Excellent verbal and written communication skills.
  • Proficient with Microsoft Office products.
  • Ability to work with varied customers and clients, including Federal, state agencies, local government agencies, and commercial clients.
  • Works independently with minimal guidance/supervision.
  • Ability to read, analyze, and interpret technical construction documents. procedures, or governmental regulations.
  • Effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

PHYSICAL DEMANDS

  • Expected work hours will vary by job, location, and needs.
  • May be required to travel to various locations as required.
