Our Advisory Services practice is focused on providing project development, policy support, financial analysis, management consulting, economic analysis, and strategy support services to public and private infrastructure owners and operators across the transportation, building, energy, water and environmental markets. In this capacity, we work with executive and senior management to improve performance and ensure the application of industry leading practices to help address tomorrow’s infrastructure challenges today.

About the Position:
We are recruiting a highly motivated self-starter with a demonstrated interest in transportation and practical experience in infrastructure project development and finance to join a dynamic multidisciplinary team. We seek problem solvers who combine strong written and verbal communications skills, demonstrated quantitative and analytical skills, knowledge of transportation infrastructure funding and development, and the ability to develop innovative solutions and new concepts quickly to deliver high quality work.
We are looking for a Senior Consultant in our Systems Finance and Economics Business Line in Seattle, Washington.  You will support the Tolling/Highway Project Development and Finance service area on engagements to advise public and private sector clients on the funding, finance, delivery and operations of major transportation projects. Analysis could include the evaluation of various funding mechanisms including road pricing strategies such as tolling and mileage based user fees, parking revenues, and various tax and fee options, within the context of related infrastructure management and policy issues. 
This position will entail supporting the team with tasks such as:
  • Operational reporting
  • Evaluating alternatives and priorities
  • Developing the business case for infrastructure investments
  • Analyzing project and program funding and financing options
  • Developing funding strategies
  • Developing cash flows and financial models
  • Developing operating and capital program estimates;
  • Reviewing and interpreting state and federal legislation and guidance;
  • Helping clients understand and meet grant requirements;
  • Performing quantitative analyses;
  • Evaluating concepts of operations and developing business rules;
  • Presenting business and financial analyses to clients;
  • Supporting systems engineering implementations; and
  • Providing strategic support in all phases of infrastructure planning and project development.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies

The successful candidate will have the following skills, interests, and experiences:
  • Mandatory Bachelor’s degree with a major in business, economics, finance, urban or transportation planning, operations research, systems engineering, civil engineering, or related field
  • A minimum of 5-8 years of experience in the transportation, finance and or economics fieldsDemonstrated strong analytical and quantitative skills, including practical experience with spreadsheet financial modeling
  • Demonstrated ability to synthesize problems, think creatively, work independently, and deliver high quality work with minimal supervision
  • Demonstrated experience conducting research and presenting analytical results to stakeholders or clients
  • Ability to support and cultivate project leads and client relationships;
  • Excellent written and verbal communication skills to present analytical results and recommendations
Preferred Qualifications:
  • Experience in tolling, road user charging or other pay per use areas is highly desirable
  • Experience in travel demand modeling, traffic simulation and/or forecasting is desirable
  • Advanced degree in business, economics, urban or transportation planning, civil engineering, public policy, or related field is desirable
  • Management consulting or advisory experience is desired
  • Ability to work in a team environment, both in person and virtually
  • Ability to travel
