WSP is currently initiating a search for a Senior Cost Analyst for our Oakland, California office. The Senior Cost Analyst would sit in our client’s Oakland office but would report to the US Advisory Services Team.
About the Position
Our team is comprised of problem solvers who combine strong written and verbal communications skills, demonstrated quantitative and analytical skills, knowledge of the transit/rail infrastructure industry, and the ability to develop innovative solutions independently and master new concepts quickly to deliver high quality work.
The team works mainly on engagements to advise public sector clients on the funding, finance, and delivery of major capital projects and a variety of related infrastructure management and policy issues.  Team members work on tasks such as evaluating alternatives and priorities, developing the business case for infrastructure investments, analyzing project and program funding and financing options, developing funding strategies, developing cash flows and financial models, developing operating and capital programs, reviewing and interpreting state and federal legislation and guidance, helping clients understand and meet grant requirements, performing quantitative analyses, and providing strategic support in all phases of infrastructure planning and project development. 

Duties and Responsibilities:
  • Performing complex financial, statistical, and comparative and management analyses
  • Establishing and implementing procedures for budget and project control
  • Performing accurate complex financial calculations
  • Developing, organizing, and maintaining accurate financial records
  • Interpreting complex computerized records and reports
  • Developing, organizing, reviewing, and analyzing technical documents, proposals, contracts, presentations and reports
  • Preparing clear and concise financial and administrative reports. Interpreting and explaining financial reports
  • Communicating clearly and concisely, both orally and in writing


<div>Talent is the essence of meeting our client’s objectives, goals, and challenges.  If this sounds like a fit for you, we’d love to have that first discussion of you joining our team.</div> <div> </div> <div><strong>Minimum Qualifications: </strong></div> <ul> <li>Mandatory Bachelor’s degree in a finance-related field</li> <li>5+ years of cost analyst experience is preferred</li> <li>Demonstrated strong analytical and quantitative skills, including practical experience with financial modeling</li> <li>Demonstrated ability to synthesize problems, think creatively, work independently, and deliver high quality work with minimal supervision</li> <li>Excellent written and verbal communication skills to present analytical results and recommendations</li> <li>Ability to work in a team environment</li> <li>Knowledge of:</li> </ul> <ol> <li>Operations, services and activities of a comprehensive budget and financial control program</li> <li>Principles of financial and operational analysis</li> <li>Financial, statistical, and comparative analysis techniques and formulas</li> <li>Principles and practices of project budget development, administration, and control</li> <li>Principles and practices of accounting</li> <li>Methods and techniques for assessing performance against established objectives</li> <li>Principles and practices of financial record keeping and reporting</li> </ol> <ul> <li>Advanced knowledge of Microsoft Office Suite, with emphasis on Microsoft Visual Basic</li> </ul> <div> </div> <div> </div> <div><strong>Preferred Qualifications </strong></div> <ul> <li>Graduate degree in relevant field highly desired</li> <li>Management consulting or advisory experience is desired</li> <li>Desired evidence of leadership qualities and ability to network with clients and others in the field</li> <li>Knowledge of PeopleSoft preferred (Human Resources/Supply Chain/Budgeting/Accounts Payable and Procurement Modules)</li> <li>Hyperion experience a bonus</li> </ul> <div> </div> <div><strong>About Advisory</strong></div> <div>WSP’s US Advisory practice is dedicated to transforming the business of infrastructure across the transportation, buildings, energy, environment, and power sectors.
