Job Description:

Are you ready to join our ever-growing team in the Intelligence Community (IC)? This position maintains the overall strategic vision of the IC Campus and the analyses required to ensure all budgeting, manning, planning, programming, and other considerations are accounted for and captured in J-PMO documentation. With government oversight, this position identifies and prioritizes the coordination elements between IC Campus partners that may be assessed as measured for increased efficiencies. This position will also rapidly identify and communicate any issues, from the IC Campus development, that pose a risk to NGA's current and future operations. The primary function of this position is to maintain the IC Campus Coordination Matrix or other coordination planning documentation between IC partners.

In general, facility Engineers provide professional engineering services in support of facility management, maintenance, and operation. They interact with other contractors, government personnel, vendors, and other NGA personnel to coordinate and accomplish major facility improvements and alterations, as well as oversee and support facilities operations. The selectee(s) hired for this position will be responsible for preparing and monitoring construction and maintenance projects in support of NGA's operations.

PROJECT:

Parsons is sourcing candidates for a project within the Department of Defense (DoD) to provide executive-level facilities planning, operations, design, construction management, strategic planning, control, coordination, space management and program management expertise, counsel and advice for the development and execution of comprehensive facilities operations plans and programs.

RESPONSIBILITIES:

Parsons is seeking a Facilities Engineer to perform the following:

  • Coordinate with NGA, IC Partner(s), and Fort Belvoir on topics that will affect those stakeholders
  • Provide rationale and impact assessments with recommendations that impact cost or schedule for planned or ongoing work
  • Consult with other subject matter experts in NGA or across the IC on sensitive or complex issues that lack precedents in the context of an IC Campus
  • Assist in developing and implementing IC Campus operational requirements in your area of expertise to effectively support NGA and IC Partner requirements
  • Assist in developing budget requirements and schedules for any work that is needed to support IC Campus development and operations

REQUIRED CAPABILITIES

  • Master's in Electrical, Mechanical, or Civil Engineering or equivalent experience in a related field.
  • Registration as a professional engineer in one of 50 states or a US Territory.
  • Over 12 years of related engineering, facility, and coordinating experience.
  • Demonstrated experience with the following:
  • Developing and implementing various engineering plans, specifications, cost estimates and designs for operations, maintenance, and support requirement to maintain facilities
  • Directing and conducting studies involving multi-disciplinary engineering programs for facility modifications, operation and maintenance, and construction
  • Developing and using building or facility plans, designs, configuration, and equipment maintenance
  • Conducting engineering studies related to developing specialized facilities
  • Performing problem-solving and troubleshooting
  • Strong understanding of facilities engineering and operations.
  • Understanding of DoD engineering procedures and policies.
  • Ability to analyze organizational and operational problems including resolution analysis.
  • Strong leadership skills, including leading multidisciplinary teams.
  • Strong multi-tasking skills and strong verbal and written communication abilities.
  • Knowledge of Leadership in Energy and Environmental Design (LEED), Uptime Institute Data Center, ASHRAE and NEC standards.
  • Knowledge of building electrical and HVAC systems.
  • Must have Active Top Secret/SCI and ability to obtain polygraph.

DESIRED CAPABILITIES

  • Demonstrated experience with the following:
  • Coordinating with IC or DoD Agencies, Partner(s), and senior stakeholders
  • Working with the IC and/or NGA.
  • Innovating and navigating ambiguity.
  • Customer Service experience.

Must be able to obtain, maintain and/or currently possess a security clearance.
