Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Senior .Net Developer in our Information Technology Division. The Senior .NET Developer is expected to take a lead role within the team; develop/enhance/maintain .NET code, ensuring that programming best practices are being followed, prioritizing work effectively, addressing production issues in a timely manner, and writing system documentation when required. The successful candidate should have strong communication skills to be effective in both technical and business requirement discussions.

This positionâs specific responsibilities and duties will include, but are not limited to:

  • Ability to develop applications and backend services using C#, VB, ASP.NET MVC, CORE, T-SQL, Web API, Java Script, JQuery, and CSS
  • Design and develop using appropriate software design patterns to attain high reusability and maintainability.
  • Write effective unit tests and integration tests to ensure high quality software delivery
  • In-depth knowledge of system design patterns, tiered architecture, and testing practices.
  • Understanding of key business processes and competitive strategies related to the IT function.
  • Ability to plan and manage projects. Ability to solve complex problems by applying best practices.
  • Ability to provide direction and mentor less experienced teammates.
  • Work with project business and system analysts to clarify the requirements and then implement them
  • Participate in code reviews
  • Enforce standards and best practices
  • Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems
  • Collaborate with developers and vendors to ensure training materials are thorough and clear
  • Assist business users with requests for assistance in understanding databases and applications.
  • Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation in other teams.
  • Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
  • Serve as functional or technical lead on new projects or projects to enhance and maintain existing information systems
  • Ensure compliance to VDOT Applications Development, ITA Standards, and Major to Non-Major-Small-Scope PM guidelines.
  • Ensure compliance with Project Tracking Reporting.
  • Assist in systems and business analysis in the development or installation of new interfaces between the application systems and other applications.
  • Serve as team lead. Design, develop and assist vendor with implementation of changes and enhancements to application system.
  • Assist developers in understanding user needs.
  • Collaborate with project manager and clients to validate and verify business processes within the application.
  • Provide input on business processes being re-engineered during system development. Discuss validation usability requirements with end-users.
  • Help business clients develop relevant test cases supporting requirements.
  • Research, gather and analyze data. Develop requirements for reporting and data analysis projects.
  • Perform other forms of technical writing as needed to accomplish activities.

Minimum Qualifications

  • Skill in the use of computers, software and web-based applications including programming languages, database management systems, business intelligence applications, and GIS software and applications.
  • Thorough knowledge of all phases of the systems development life cycle and the concepts and business functions within the systems operations business areas.
  • Knowledge of data analysis, data modeling, database modeling and design, and implementation of web based-design.
  • Ability to troubleshoot system failures and resolve business and system problems.
  • Ability to gather and analyze data and prepare technical reports.
  • Skill in organizing, planning, designing and implementing large, complex, and integrated computer systems.
  • Knowledge of data testing methods, scripts, and programs at the unit, integration and user acceptance testing levels.
  • Ability to communicate effectively orally and in writing with internal and external customers.
  • Ability to analyze, design, implement and maintain software systems

Additional Considerations

  • Experience as a systems or business analyst for a large, complex, integrated computer system.
  • A combination of training, experience or education in Computer Science, Information Systems, or related field.
  • Substantial experience with VB.Net Development and C#.Net Development
  • Substantial experience with T-SQL/SQL Server
  • Substantial experience with ASP and MVC

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
