Job Duties
The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as a Senior Program Analyst in the Asset Management Division in our Central Office. This position is located in the VDOT Central Office.
The selected candidate will oversee and evaluate assigned programs and business processes in the Maintenance and Operations Program. Position specific responsibilities and duties will include, but are not limited to:
⢠Business Processes Development and Management â Analyze, develop and manage business processes related for the over $2B annual Maintenance and Operations Program.
⢠Business Process Needs Identification â Work with management and leadership to strategically identify and prioritize needed business processes.
⢠Business Process Improvement â Provide technical and expert consultation to employees at various levels of the business units on critical knowledge needed to support process improvement and decision making.
⢠Standard Operating Procedures â Develop guidance documents and strategies for implementation needed to support standard operating procedures for all functions.
⢠Project Implementation â Plan, develop and ensure implementation of projects with program support for VDOTâs business functions.
⢠Program Review â Identify agency risk, challenges, and opportunities for assigned program areas.

Minimum Qualifications
⢠Considerable knowledge and experience with County/City/State transportation maintenance and operations.
⢠Demonstrated ability to establish and manage financial and budgetary plans to include projected/forecasted spending for organizations/agency/corporation with extensive annual budgets.
⢠Demonstrated ability to assemble, analyzes, reconcile and monitor budgets, forecasts and financial transactions.
⢠Demonstrated ability to query, review historical data, analyze, coordinate and propose financial budgets for a large organization, using multiple financial resources.
⢠Demonstrated ability to independently analyze and validate data for accuracy and repeatable process and establish QAQC procedures for validation.
⢠Technical skills in assigned program areas.
⢠Experience in program evaluation, development and implementation.
⢠Experience in business and project management.
⢠Strong communication skills both oral and written with diverse audiences.
⢠Skill in analyzing data and reaching logical conclusions.
⢠Effective presentation skills.
⢠Skill in the use of computers and software applications.
⢠Ability to supervise staff up to 3 or more positions, programs and budgets
Preferred Qualifications:
⢠Experience in giving presentations to senior level leadership.
⢠Experience establishing and managing financial and budgetary plans to include projected/forecasted spending for large organizations/agency/corporation with annual budgets approximately $100M or greater.
⢠Experience in performing financial analyses for county/state/federal programs in transportation Maintenance and Operations Program and policy issues.
⢠Ability to interpret data for the purpose of determining past financial performance and projecting future financial performance.
⢠Degree in business, public administration or related field; equivalent experience or training may substitute for degree.
