The Virginia Department of Transportation (VDOT) is excited to announce and offer a competitive opportunity to server as the Signal \u0026 Arterial Systems Program Manager in our Central Office Traffic Operations Division. Position specific responsibilities and duties of the Signal \u0026 Arterial Systems Program Manager include but are not limited to:
⢠Direct VDOT's Signals \u0026 Arterial Systems Program, with a concentration on traffic signal
operations and arterial management.
⢠Lead and develop statewide policy, guidance and best practices needed to plan, design,
operate and maintain the statewide traffic signal system.
⢠Develop and measure the performance of the traffic signal and arterial systems to ensure
alignment with VDOT program policies and vision on transportation mobility and safety.
⢠Establish best practices for the operations of signals and arterials to accommodate bicycle,
pedestrian, transit and other modes of travel.
⢠Lead development of signal timing plans and strategies to support corridor management.
⢠Advance and maintain statewide consistency in the application of traffic engineering and
operational functions and technologies.
⢠Research, develop and implement short and long-range transportation system plans for
safe and optimized corridor management using emerging traffic signal and ITS
technologies.
⢠Establish best practices for the application of emergency vehicle preemption and transit
priority signal control.
Additional duties and responsibilities include but are not limited to:
⢠Lead strategic planning efforts.
⢠Establish priorities and objectives for the team and program.
⢠Manage human and fiscal resources.
⢠Provide oversight of the program area within the Division and Districts to ensure
compliance with VDOT, state, and federal policies, practices, guidelines, and
specifications.
⢠Evaluate programs and institute changes and procedures as required.
⢠Provide leadership and technical expert assistance in assigned areas of transportation
engineering and operations.
⢠Manage development of new initiatives related to signals, arterial management and other
traffic operations special projects.
⢠Direct, manage, plan, report and establish work priorities and resources for the Signal \u0026
Arterial Systems Program.
⢠Apply sound engineering practices and methods to satisfy customers, reduce complaints
and resolve concerns.
⢠Serve as responsible charge engineer for designated program area.
⢠Coordinate the flow of information both orally and in writing to and from others that
contributes to project development.
Minimum Qualifications
⢠Valid Professional Engineer's license.
⢠Skill in the use of computers and software systems to include complex information and
asset management systems, databases, and signal operations systems.
⢠Experience applying procurement policies, procedures, and practices as they relate to
consultant and service contracts for traffic programs.
⢠Experience in project management, risk analysis and mitigation plan development to
successfully deploy complex technology and operations projects.
⢠Knowledge of federal, state and local laws, codes and ordinances related to traffic control
and engineering.
⢠Ability to manage, direct, coach and train professional staff.
⢠Experience applying concepts of arterial system management and traffic signal systems.
⢠Ability to communicate effectively orally and in writing with diverse audiences and develop
effective working relationships with internal and external customers.
⢠Experience applying engineering principles and practices as they relate to traffic
engineering, traffic control equipment and computer systems.
⢠Ability to manage multiple and complex statewide programs and projects.
Additional Considerations
⢠Bachelorâs degree in Civil, Transportation, Electrical, Systems Engineering or related field;
equivalent experience or training may substitute for degree;
⢠Considerable experience in traffic engineering and traffic signal systems to include design,
deployment, operations, and maintenance of traffic signals and ITS systems;
⢠Experience with transportation software such as central signal systems (CSS), advanced
traffic management systems (ATMS), traffic signal controller software, and performance
metrics tools.
⢠Significant supervisory and managerial experience.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
