Specialty Engineer/Analyst (E3, Spectrum Mgmt); Element Requirements

Position Overview:

The Electromagnetic Environmental Effects, Spectrum Management (E3, Spectrum Mgmt) Specialty Engineer/Analyst in this position will support the Missile Defense Agency (MDA) Ground-based Midcourse Defense (GMD) System Engineering and Integration Division (GME) in Huntsville, AL. The Specialty Engineer/Analyst will provide technical assistance and support to the GME Requirements Division (GME-R) and coordinate and collaborate with the Government, GMD Prime Contractor, and Industry partners as required to promote delivery of an integrated GMD weapon system capability. The Specialty Engineer/Analyst in this position must be flexible and able to work in a high pace environment.


  • Apply critical-thinking, analytical and engineering skills and methodologies to assigned tasks to identify and understand the problem, determine courses of action, formulate recommendations to the customer, develop a plan for task completion, execute according to plan, and provide status as required
  • Develop and present briefings, papers, meeting summaries and other documentation
  • Represent the best interest of the GMD weapon system in working groups, technical interchange meetings, formal milestone reviews and other forums required by MDA representatives in support of GMD
  • Work collaboratively with Government and Industry to develop and maintain a stable, consistent, and verifiable technical baseline up and down the requirements specification tree
  • Support the development, allocation, trace, and feasibility of incremental GMD system requirements
  • Provide Spectrum Management Support to GME to include:
    • Guiding the DD1494 (Frequency Allocation) process
    • Working with Local Area Frequency Coordinators for frequency assignments
    • Reviewing DD1494 mandated test results
  • Evaluate co-site receivers/transmitters for compatibility with MDA transmitters (EMI/EMC)
  • Review facilities design and modifications to assure that filtering (TEMPEST, EMP, and Lightning) is/remains in place
  • Review facility designs/implementation of lightning protection schemes
  • For EMP:
    • Review equipment designs for hardness
    • Review Hardness Surveillance
    • Work with the GMER test/hardness surveillance team for temporary frequency assignments at MDA facilities for EMP shielding testing
  • Deliver products and accomplish assigned tasks as required by the GME-R Division Chief
  • Travel as required to support oversight, meetings, reviews, etc. (approximately 25%)
  • Promote GME-R requirement specifications through GMD Requirements Working Group (GRWG), Technical Issue Forum (TIF), Engineering Review Board (ERB), Program Configuration Control Board (PCCB), and Ballistic Missile Defense Requirements Working Group (BRWG) as required
  • Provide oversight on Prime Contractor Product deliveries
  • Review and provide comments to Level III Contractual Document Requirements List (CDRL) deliveries in support of program milestones

Experience, Qualifications, and Education Requirements:

  • MS in Engineering, Mathematics, Physics, or related field with 10 years experience or BS in related field with 15 years experience
  • Approximately seven (7) years of experience with demonstrated knowledge of one or more BMD systems (e.g., GMD, THAAD, Aegis BMD, Patriot, C2BMC, SBX) or major defense systems capabilities such as command and control, target discrimination, threats and countermeasures, missiles/interceptors, kill vehicles, or EO/IR or RF sensors, or other major acquisition program. (i.e. aviation, naval)
  • Support to major program milestone reviews including SRR, PDR and CDR
  • Technical background in independent analysis and trade studies of weapon, sensor or communication system constructs using analysis tools such as MatLab desired but mot mandatory
  • Requirements and technical baseline management using requirements management database tools, such as DOORS, CRADLE or similar tools desired but not mandatory
  • Demonstrated ability to capture engineering artifacts, such as concepts and requirements, in papers, presentations and discussions and to present materials from the team-level to executive-levels
  • Demonstrated ability to collaborate, communicate and foster a cooperative engineering environment with peers, leadership, customers and industry to promote the best interest of the weapon system and Warfighters
  • Demonstrated understanding of DD1494 and the frequency allocation process, testing, and frequency assignments
  • Demonstrated knowledge of EMI/EMC of receivers/transmitters
  • Cognizance of facility designs for TEMPEST, EMP, and lightning protection
  • Understanding of component EMP shielding and EMP testing
  • Demonstrated proficiency in the use of Microsoft Office
  • Demonstrated ability to communicate effectively with peers and executive leadership
  • Secret clearance required, Top Secret desired but not mandatory

Must be eligible to obtain and maintain, or currently possess Secret clearance.
