THIS IS A MULTI-HIRE, MULTIPLE VACANCIES WILL BE FILLED THROUGH THIS RECRUITMENT.

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as the State Trails Administrator in the Central Officeâs Transportation and Mobility Planning Division (TMPD). This position is located in Richmond, Virginia. The selected candidate will manage the planning activities of the State Trails Office through statewide coordination and partnering with other VDOT Divisions, State agencies, and other stakeholders. Tasks include, but are not limited to, oversight of the annual work program activities for the State Trails Office, development of a statewide multi-use trails plan and information clearinghouse, public outreach, technical assistance, and other activities as required.

  • Serve as the Virginia State Trails statewide point of contact (POC) for statewide trail planning and coordination.
  • Provide oversight and administration of the State Trails Office and manage or oversee the development of studies, plans, recommendations, and other guidance produced by the State Trails Office.
  • Serve as the primary liaison with external stakeholders to include, but not limited to, Virginia Department of Conservation and Recreation (DCR), Localities, Metropolitan Planning Organizations (MPOs), Planning District Commissions (PDCs), Department of Rail and Public Transportation (DRPT), and local non-profit organizations.
  • Lead internal coordination on statewide planning efforts.
  • Present to and represent the State Trails Office on a variety of committees, to include the State Trails Advisory Committee (STAC) and Statewide Bicycle Advisory Committee (BPAC), and at other relevant meetings and events.
  • Develop, manage, and disseminate information from the statewide â˜'clearinghouseâ of trail-related information including data, guidance, and other resources.
  • Serve as the statewide multi-use trails subject matter expert and provide general technical assistance and support to internal and external stakeholders.
  • Perform other tasks as required in administration and support of the State Trails Office, TMPD, and/or VDOT efforts and activities.
  • Manage consultants and/or contractors.

Minimum Qualifications

  • Experience leading program or projects related to transportation or trails.
  • Experience in applying and interpreting state and federal guidelines as it relates to multimodal planning.
  • Experience working with diverse stakeholders in both formal and informal environments .
  • Ability and proven experience managing multiple tasks simultaneously.
  • Experience in public speaking.

Additional Considerations

  • A combination of training, experience, or education in the planning (transportation, urban, regional, environmental), engineering, geography, public administration or related field is desired.
  • Experience and working knowledge of GIS including ESRI products to include ArcGIS online and ArcPro.
  • Ability to express thoughts and ideas in a professional manner.
  • Experience developing and implementing a trail plan or effort.
  • Organized and proven ability to obtain results within established timeframes.
  • Progressively responsible experience in leading a program and/or staff.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
