Job Duties

The Virginia Department of Transportationâs (VDOT) is excited to offer and announce a competitive opportunity to serve as a Safety Program Manager in our Central Office Traffic Operations Division. The successful candidate will manage the statewide Safety Performance Engineering Program to develop and implement the Safe System Approach for all roadway users, including : Highway Safety Manual methods and tools for analysis, reporting (e.g., performance targets) and project development; national and state safety procedures, policies, standards, specifications and guidelines for VDOT and partner agency programs and projects; Virginiaâs Strategic Highway Safety Plan and related regional and local safety plans; highway safety research needs and oversight. Expected responsibilities include but are not limited to:

Administration: Support response to division management, HR, surveys, constituent correspondence and the like. Provide General Assembly support and manage any required implementation. Implement, with Communications, VDOT website updates for all core responsibilities.

SHSP Development and Implementation: Collaborate and coordinate with internal and external partners and stakeholders to update the SHSP every five years. Continue with plan implementation through the Steering Committee with annual tracking of action progress, providing leadership of the infrastructure emphasis areas. Support VDOT divisionâs leading action item implementation. Lead regional and local safety planning and support FHWA Safe Streets 4 All and related programs. Provide leadership and support to partner agency safety initiatives, including: DMV Highway Safety Office safety summits and programs; VDH VirginiaPATHS; DOE drivers education; VSP speed enforcement and Highway Safety Corridors. Develop and lead implementation of a Safe System plan for Virginia.

Safety Engineering for VTrans and SMART SCALE (SS): Liaison between Safety Data Analytics and OIPI on publishing mid-term needs and conduct safety screening of SS applications. Engage with OIPI and TMPD on safety analysis elements of SS project development (e.g., Pipeline, STARS). Lead the SS safety scoring methods development and related SS technical guide and implementing GIS Safety Tools and training. Direct staff and consultant teams SS project safety scoring analysis and QC protocols within the required bi-annual schedule.

Safety Performance Analysis and Engineering: Lead the collaborative development and federal reporting of annual statewide and MPO regional VA safety performance targets with OIPI and DMV. Annually, coordinate with Safety Data Analytics and VHSIP programs on implementing HSM Part B (Safety Management System) best practices including software tools, preferred CMFs and related research. Implement HSM Part C roadway safety assessments (RSA) and performance analysis into maintenance and construction planning and project development, serving as expert on related information (e.g., CMFs), methods, analysis reviews, and tools for other divisions, districts and localities. Integrate human factors considerations in planning and engineering practices. Lead or support the development of VDOT traffic safety engineering related policies, memos, standards and specifications (e.g., for safety countermeasures, Road Design Manual and MUTCD).

Vulnerable Road User Safety: Lead the update and implementation of related SHSP Actions, including the Pedestrian and Bicyclist Safety Action Plan in collaboration with Safety Data Analytics. Coordinate and support other VDOT Divisions, Districts and state agencies on VRU safety initiatives (e.g., SRTS, VirginiaPATHS) and related planning and engineering policy and standards, and education/outreach.

Highway Safety Engineering Innovation: Develop and lead or support safety training for VDOT, regional and localities including provision through FHWA/NHI, LTAP, VHSIP and Safety Data Analytics. Proactively, investigate or generate and support/participate in VTRC or national research on safety engineering topics. Conduct VDOT Business Plan safety related initiatives as required.

Minimum Qualifications

⢠Professional Engineer License Required

⢠Knowledge of federal/national and state highway safety related laws, rules, regulations, policies, standards, and procedures.

⢠Knowledge of AASHTO Highway Safety Manual and related FHWA CMFClearinghouse.com and software.

⢠Knowledge of MUTCD and VA Supplement with the related human factors, traffic operations and highway safety principles and practices.

⢠Knowledge of GIS software and reporting.

⢠Knowledge and abilities with MS-Office software suite.

⢠Ability to analyze safety related data, visualize and develop statistical technical reports.

⢠Ability to develop highway safety policies, programs, procedures, and narratives.

⢠Ability to communicate effectively orally and in writing with diverse policy, public and technical audiences and to make presentations to the afore mentioned and to conduct meetings.

⢠Ability to scope, lead and manage contractors work tasks on the positionâs core responsibilities.

Additional Considerations

⢠Bachelor's degree in Civil Engineering or related field; equivalent experience or training may substitute for degree. Master's Degree in Engineering or related field preferred.

⢠Extensive experience in traffic engineering, highway safety engineering and safety management procedures including HSM software tools.

⢠Comprehensive experience developing and implementing engineering policy, programs and procedures for teams or agencies.

⢠Knowledge and ability for data manipulation, visualization and statistical analysis using software such as SPSS, R, Python, Power BI, ERSI GIS suite.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
