Job Duties

The Hampton Roads District is seeking a Traffic Signal Technician. This person will perform troubleshooting, repair and maintenance activities on Departmental Traffic Signals in accordance with all established safety standards, VDOT policy and procedures and operational standards. Knowledge of a variety of traffic control devices, signal equipment and their operation. Knowledge of traffic signal construction, maintenance and operations, management systems to include timing plans, graphic design and computer use. Ability to plan, prioritize and complete multiple competing assignments without direct supervision. Ability to use a variety of hand tools and testing equipment to perform maintenance and repairs on traffic signals under varies conditions including heights, nighttime and inclement weather.

Traffic Signal Repairs: Responds to complaints and reported malfunctions of traffic signals. Troubleshoots and repairs a wide variety of sophisticated electronic traffic control devices and equipment through the use of frequency meters, volt meters, ohm meters, and soldering tools. Identifies intersections for timing and detector problems. Programs signal controllers using a laptop computer to download timings. Troubleshoots NEMA TS-1 and ATC cabinets using wiring diagrams and meters to make repairs. Uses central signal system software and laptop computers to monitor signal operations.

Maintenance of Traffic Signals: Maintains a large number of traffic signals through ordinary maintenance, maintenance replacement and preventive maintenance programs. Programs range in complexity from spot replacement of failed loop detectors, loop detector amplifiers and non-functioning LED lamps to periodic replacement of cabling, signal heads and controllers assemblies. Conduct regular scheduled maintenance activities using a network connected computer remotely through dial-up modem or broadband communications.

Signal Inspections: Conduct new traffic signal installation inspections in order to ensure adherence with VDOT standards, specification and plan requirements.

Other Specific Responsibilities â In rotation for Traffic Signals After Hours On Call Schedule.

Minimum Qualifications

  • IMSA Traffic Signal Level I Certification and VDOT Intermediated Work Area Protection Required within one year.
  • Experience in the maintenance and repair of traffic signals and associated networking systems to include a variety of signal and communication devices. Basic knowledge of traffic signal, and communications equipment.
  • Basic knowledge of traffic signal timing plans including phasing, clearance intervals, isolated and corridor coordination plans.
  • Ability to effectively communicate technical information orally and in writing.
  • Ability to maintain detailed and accurate records.
  • Ability to serve in an on-call capacity and respond to emergencies within a specified period.
  • Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.

Preferred Qualifications:

  • Knowledge in VDOT standards and specifications related to traffic signal construction and inspection.
  • Basic understanding of IP network schema, networking, Linux based programming and fiber optic cable installation and maintenance.
  • Commercial Driver's License.

NOTE: All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class B to a Class A, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
