WSP is currently initiating a search for a Contract Specialist to be based at our Sacramento, CA program office.  
The Contract Specialist serves under the general direction of the Deputy Chief, Rail Delivery. This position will be responsible for the lifecycle of the procurement contracts in the Rail and Operations Delivery Branch associated with the California High-Speed Rail (CHSR) Project, including Track and Systems, Rolling Stock, and the Project and Construction Management contracts. This position will be responsible for development, negotiations, correspondence, documentation, management administration, oversight, and closeout. The Contract Specialist will also assist staff with the interpretation of contract terms, as well as state law and regulation interpretation. The Contract specialist will track, monitor, and report on the contract on the Program throughout the term of the contract. The Contract Specialist will develop and maintain open communication and positive working relationships with Rail Delivery Partner (RDP) staff, California High-Speed Rail Authority (Authority) staff, and subcontractors. The Contract Specialist works in the Rail and Operations Delivery Branch of the California High-Speed Rail Authority's Office of Program Delivery.
Duties and Responsibilities:
  • Develops, negotiates, corresponds, documents, manages, administers, oversees, and closes out contracts/subcontracts on the Program.
  • Prepares monthly, quarterly, annual, and ad-hoc reports on contract activity on the Program.
  • Assists with negotiating contract terms from inception to close-out in accordance with relevant regulations, Program requirements, and RDP corporate processes.
  • Provides advice on and interpretation of contract/subcontract terms and contract/subcontract flow down requirements.
  • Maintains current knowledge of relevant corporate contractual procedures and practices.
  • Assist RDP Prime Contract Manager, as needed.

Minimum Qualifications:
  • Bachelor's degree in business administration or a related field with an emphasis on contract management or government contracting
  • Ten (10) years of relevant professional work experience
  • Experience working on federally-funded public works transportation projects
  • Familiarity with planning, environmental, engineering, and construction terminology
  • Proficiency and knowledge of computer software such as Microsoft Office applications (Microsoft Word, Microsoft Excel, etc.)
  • The ability to maintain good communication skills and working relationships with management, other divisions, districts, federal and state agencies, local agencies and private sector contractors, subcontractors and suppliers and their associations.
  • Knowledge of managing and administering contracts/subcontracts on public contracts, complying with tracking and reporting requirements for contracts/subcontracts, participating in procurement and outreach activities related to contracts/subcontracts, Advising management on contract/subcontract requirements, advising management on federal, state, and regional/local contract/subcontract regulations, and interacting with federal, state, and regional/local agencies on contract/subcontract issues.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
Preferred Qualifications:
  • Juris Doctor degree from an American Bar Association accredited law school and admission to the bar in the United States
  • Ability to interact successfully in a team environment
  • Excellent communication and problem solving skills
