Conducts quality improvement inspections of the Weatherization program, service, system, and files to ensure the agency meets the highest standards for clients, employees, and other stakeholders by performing the following duties. Identifies and communicates concerns discovered while performing quality assurance duties. Reconciles work orders and invoices and checks for accuracy and completeness. Maintains a complete and thorough projected expense report on all work orders and monitors weatherization budget. Develops customer satisfaction survey questionnaires and prepares responses for management’s and the governing body’s review. Performs analysis of program data and ensures accuracy prior to submission. Tracks program corrective action plans and reports progress to management in a timely manner. Read and interpret financial and budgetary data. 


  • Audits Weatherization files.  Conduct quality monitoring and inspections in accordance with a prepared schedule. Completes the appropriate checklist. Communicates significant issues identified during quality assurance activities. Prepares report of findings, concerns and recommendations. 
  • Reconciles Weatherization invoices and work orders regularly as they are submitted.  Checks figures, ensure invoices are complete.  Work with subcontractors on discrepancies.  Tracks work orders and report to management when work orders have exceeded the 14 business days of completion.  
  • Maintains a complete and detailed projected expense report on all work orders, carefully analyzes data, and work closely with finance accountant to manage the Weatherization budget. 
  • Assists in developing customer satisfaction questionnaires to assess clients' perceived quality of care. Prepares summary of responses monthly and quarterly for submission to Program Director, CEO and Board of Directors. 
  • Assist Program Director in responding to complaints. Conducts intake, investigates allegations, interviews potential witnesses, and prepares reports on findings with recommendations. 
  • Collaborates with team members in analyzing program data. Ensures all required fields are complete and accurate prior to submitting reports to the grantor. 
  • Tracks program corrective action plans and prepare progress report to Program Director, CEO and Board of Directors. 
  • Other duties as assigned.
Associate's Degree (two-year college or technical school).
Three years related experience; or equivalent combination of experience and education or training. Possess the ability to read and interpret financial budget and expenditures information. 

An equivalent combination of education and experience may be permitted.

Certificates & Licenses 

It is the employee's responsibility to obtain and keep current all certifications, licenses, health cards, etc., at all times.

Must possess and maintain a current North Carolina driver's license and own reliable transportation with valid vehicle insurance meeting the state’s minimum coverage requirements. 
The individual must be able to work independently without close supervision but with a diverse group of people. 
A strong commitment to accuracy and confidentiality is required. 
Must be detail-oriented, a team player with strong interpersonal skills. 
Superior oral and written communication skills are essential to success in this job. 
Must have the capacity to complete projects on schedule and independently.
Must be able to pass a post-offer criminal background record check and be able to pass substance abuse post-offer and random checks. 
Background check with state and Federal law enforcement agencies required. Selected applicants must submit to a pre-employment substance abuse screening test and receive a negative result for the use of drugs and alcohol as specified in agency policies. Must submit and receive negative results for random testing of same. The employee must have a valid North Carolina Driver's License.  Must be able to pass a post-offer physical examination.
