Job Duties


NOVA VDOT is seeking a Performance Reporting Manager to provide technical and analytical support to the NOVA Maintenance Department in delivering district maintenance and asset management programs. You will develop RAAP/SAAP contracts for various program specifications, review and maintain guardrail design packages, maintain project databases, and troubleshoot issues and provide training of HMMS.

Responsibilities include but may not be limited to:

Program Management- Coordinate the development of procedures, training, implementation, interoperability, interpretation, and oversight of assigned programs in coordination with Division Leadership. Develop procedures that provide consistency and uniformity. Make recommendations on programmatic changes based upon documented best practices, and sound guidance. Develop and implement policies, procedures and guidelines to ensure project quality and compliance.

Budgeting- Prepare and submit budgets as needed. Provide guidance and technical assistance to others during budget preparation process. Monitor expenditures and analyze data for planning and program requirements. Review funding requests, perform cost analyses, and make determination for fund transfers.

Policy Review- Develop, maintain, and communicate identified changes to policies or procedures as a result of periodic review and audit. Ensure all stakeholders are accounted for and full scope of impact of policy changes are considered before implementation. Coordinate any proposed changes with leadership and stakeholders across the agency.

Highway Maintenance Management System (HMMS)- District point of contact for HMMS. Use collected HMMS data to produce monthly district and CORE group reports. Communicate with areas on HMMS status. Deliver HMMS training and documentation for NOVA users. Trouble shoot any problems or errors with the HMMS system. Report any anomalies and assist with corrections. Be the programmatic oversight and lead point of contact for the NOVA District. Implement, administer, and configure HMMS as required for all NOVA business users. Maintenance and Operations (M&O) Statewide Performance Targets - meeting NOVA annual commitments (i.e., Paving Targets, S&B Targets, Special Structures goals, etc...)  HMMS - Continue to meet CO directives and be proactive for next goals/targets. Deliver on planned accomplishments in routine maintenance. Forecast trends and analyses to meet district performance. Work with District IT resources to troubleshoot mobile & desktop devices.

Maintenance Service Contracts- Manage and administer district maintenance contracts. Interpret contract outcomes and performance targets. Document and communicate results based on evaluations and inspections. Manage expenditures and validate payments. Reject invoicing for non-compliant work. Analyze budget looking for trends and potential funding issues. Facilitate communication between VDOT representatives and external stakeholders to promote understanding of the interstate maintenance contracting program. Review stakeholder concerns regarding contractor performance issues and identify resolution.

Contract Development- Develop and administer emergency response and asset maintenance service contracts. Ensure recommendations follow standard practices and procedures and that contract proposal is complete prior to submission to appropriate section or division. Monitor effectiveness of contractor activities for compliance with the contract.

Maintenance Program Leadership Group (MPLG) Member- Participate on district and statewide maintenance leadership committees. Attend meetings, prepare and present required reports and share committee information with district maintenance staff. Provide leadership and support in all aspects of the district maintenance program. Provide support in statewide maintenance program coordination efforts.

Teamwork- Coordinate the flow of information to and from others that contributes to project plan development and execution.
Research, Committees and Technical Assistance Conduct research and provide technical assistance to customers on a wide variety of roadway design, maintenance, equipment, and/or safety related areas as assigned.

Project Compliance- Perform evaluation of correctable non-compliance items identified in Improvement Reviews in accordance with applicable law, regulations, and internal processes to determine whether corrective actions have been taken.

Minimum Qualifications


• Strong knowledge of HMMS
• Skill in computer applications, data management, analysis, preparing reports and making presentations.

• Knowledge of federal, state transportation rules, regulations and policies.
• Knowledge of asset data collection practices and procedures.
• Exceptional interpersonal, team building and communication skills.
• Ability to analyze data and develop reports which enable effective business decisions.
• Ability to evaluate program effectiveness, improve processes and work methods.
• Working knowledge of transportation engineering principles and practices.
• Ability to manage projects, budgets, prioritize work, work effectively through co-workers and contractors.
• Comprehensive knowledge of roadway maintenance practices and procedures.


Additional Considerations


• A combination of training, experience or education in Mechanical Engineering, Civil Engineering, Design, Construction, Criminal Justice, Security, Finance, Accounting, Public Administration, Business Management or related field desired.
• Experience managing and coordinating activities of a transportation maintenance program for a specific geographical area.
