Pre-Construction Manager

Position: Pre-Construction Manager

Location: Wilmington, North Carolina

Position Type: Permanent

The Pre-Construction Manager is responsible for planning and executing the front-end strategy for construction projects from lead intake through Notice to Proceed. This includes coordinating proposal responses, overseeing estimating activities, managing pursuit calendars and milestones, and developing workflows that ensure consistency from opportunity evaluation to project handoff. The role acts as a central point of contact between business development, estimating, project management, and executive leadership during pre-construction.

Duties/Responsibilities:

  • Leads the development of pre-construction workflows and tools from go/no-go to bid submission; solicits and maintains communication with subcontractors and vendors.
  • Coordinates with business development to track and qualify new leads.
  • Facilitates go/no-go discussions with leadership and maintains documentation.
  • Builds and maintains the pursuit calendar, ensuring key milestones are assigned, tracked, and communicated across teams.
  • Ensures SharePoint folders and proposal templates are properly established at opportunity kickoff.
  • Oversees proposal assembly and final packaging for submission, including subcontractor input and required attachments.
  • Works closely with the Estimator to ensure scopes, assumptions, and clarifications are captured early; ensures multiple bidders on each trade.
  • Ensures seamless turnover to PM/Operations through structured turnover meetings and documentation handoff.
  • Participates in client meetings, pre-bid site walks, and proposal presentations as needed.
  • Tracks historical bid outcomes and lessons learned to improve future pursuits.
  • Ensures adherence to standard project estimation, approval, and change control processes.
  • Identifies issues and risks and develops approaches to minimize and mitigate.
  • Resolves conflict and escalates issues when necessary
  • Performs a comprehensive "bid day" analysis and scoping of specific assigned trades.
  • Minimizes exclusions by doing our homework.
  • Includes value-engineering ideas on every bid.
  • Follows up on submitted bids and budgets with Architect and/or Construction Manager to close business.
  • Performs buy-out on awarded projects.
  • Turns over bid documents and buyout information to PM in a timely manner
  • Reviews drawings with PM team and highlight areas of concern
  • Reviews job cost with PM team and highlight any subs/material vendors to be awarded.
  • Participates in site visits and bid meetings

Required Skills/Abilities:

  • Excellent verbal and written communication skills with the ability to translate technical information into laymans terms
  • Excellent organizational skills and attention to detail.
  • Excellent time management skills with a proven ability to meet deadlines
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks
  • Ability to act with integrity, professionalism, and confidentiality
  • Expert level in Excel and/or other estimating software; RS Means, e4Clicks experience preferred.
  • Proficient with Microsoft Office Suite or related software.
  • Proficiency with or the ability to quickly learn the organizations systems.

Education and Experience:

  • 5-10 years experience in commercial, institutional or military construction estimating.
  • High school diploma or equivalent; Bachelor or Associate degree in construction, estimating, or project management preferred.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organizations facilities
