Owner's Authorized Representative

We are seeking an experienced Owner's Authorized Representative to support large-scale public and educational facility projects in Los Angeles, California. The OAR acts on behalf of the Owner to oversee and manage all phases of assigned capital construction projects, from pre-construction through close-out. This role requires strong technical knowledge, financial oversight, and the ability to make informed, timely decisions to ensure projects meet scope, schedule, budget, and quality standards. The OAR is responsible for coordinating designers, contractors, consultants, public agencies, and District stakeholders while protecting the Owner's interests at all times.

Required Education

  • Bachelor's degree in Architecture, Engineering, or Construction Management OR
  • Undergraduate coursework with 20+ years of Construction or Project Management experience and commitment to obtain CCM within one (1) year OR
  • Current Certified Construction Manager (CCM) credential (may substitute for degree requirement)

Preferred Licenses & Certifications

  • California Registered Architect
  • California Licensed Professional Engineer
  • OSHA 30

Required Experience

  • Minimum 15 years of full-time professional experience in Construction and/or Project & Construction Management for commercial and/or public/educational facilities
  • At least 5 years with full responsibility for complex projects valued at $20M or more

Key Responsibilities

  • Manage and oversee all phases of assigned projects: pre-construction, bidding, award, construction, and close-out
  • Review pre-construction documents and provide technical feedback to designers
  • Develop and deliver status reports to senior leadership regarding project scope, budget, and schedule
  • Coordinate with public agencies to ensure compliance with off-site and regulatory requirements
  • Manage project budgets and schedules, ensuring alignment with District standards and expectations
  • Oversee contractor performance, review construction schedules and submittals, and manage Requests for Clarifications (RFCs)
  • Review substitution requests to ensure compliance with specifications and District standards
  • Evaluate and negotiate Contractor Change Order Proposals to ensure fair and reasonable pricing and proper schedule impact analysis
  • Review and monitor payments to contractors, architects, engineers, and consultants
  • Administer Professional Service Agreements between Architects and the District
  • Coordinate District-provided fixtures, furniture, and equipment (FF&E)
  • Manage project close-out, including DSA certification and financial reconciliation
  • Perform other related duties as assigned
